,L <br />Ordinance No. 2008-84 <br />This is proposed by Mayor O'Grady, that would give the Mayor the power to abolish <br />departments. <br />Mr. Roshetico proposes an amendment to the Ordinance. He wants to take the appointed <br />Directors out of the Charter and give it to Council and the Mayor, meaning that the <br />Mayor can decide not to fill a department head unless overruled by 2/3 vote of Council, <br />The Mayor and Council have to run the city. <br />Mr. Gareau believes this is drastic. The first question is to "ask is this needed?" The <br />original ordinance says that one person can eliminate all of these departments. <br />Tim Roshetico cited the East Ohio Gas laid off hundreds of people and now they run more <br />efficiently. <br />Mr. Gareau says that business answers to shareholders, but the Mayor needs to answer to <br />the city and this is different. <br />Paul Barker uses all three departments. He says that merging departments would be <br />overwhelming, and he is not in favor of it. <br />Nicole Dailey Jones says that the departments are important to make the city function. <br />They were put in the Charter for a reason. Government is not a business. <br />Mr. Dubelko says that it is not all about running the most efficiently, it is about how <br />power is distributed as well as checks and balances. <br />Mr. Gareau gives some history. In the 1970's, the Law Director and Finance Director <br />were appointed, but changed the next year to be part of the Charter. <br />Mr. Nashar makes a motion to reject the ordinance. <br />Mr. Thomay seconds the motion. <br />Roll call vote: <br />Michael Gareau votes yes <br />George Nashar votes yes <br />John Thomay votes yes <br />Jennifer Ontko votes yes <br />Tim Roshetko votes no <br />Lou Brossard votes yes <br />This ordinance is rejected. <br />Miscellaneous Business: <br />Mr. Gareau asks if there is any other miscellaneous business. There is none, so the <br />meeting is adjourned. <br />
