Ubaldi called the meeting to order at 7:01 p.m. <br />PRESENT: M. Ubaldi, B. Hohmann and K. Zolar <br />ALSO PRESENT: Human Resources Director C. Farver, Law Director J. Dubelko, Safety <br />Director L. Thomas, Service Director D. Limpert, Asst. Fire Chief T. Kirkpatrick, Mrs. M. <br />Kirkpatrick, Fire Fighter D. Boatman, Fire Fighter M. Peters, Fire Lieutenant K. Hehnen, Civil <br />Service Secretary D. Eccleston <br />DISPOSITION OF MINUTES: <br />The Civil Service minutes dated June 16, 2008 have been submitted for approval. <br />A general discussion commenced regarding a few typographical changes to the minutes. <br />Mr. Ubaldi made a motion to accept the amended minutes. Mr. Hohmann seconded the <br />motion and unanimously approved. <br />COMMUNICATIONS: <br />There were 17 items of correspondence received and 9 items of correspondence sent out by the <br />Civil Service Commission. <br />An inquiry was made concerning the public records request email from the Law Department. The <br />Law Department indicated they received this request from Joseph W. Diemert Jr. & Associates <br />Company, L.P.A. for a client of his. The request was received right before the Law Director was <br />leaving on vacation and did not have an opportunity to speak with Mr. Diemert. The records request <br />was completed and forwarded to the law firm. <br />OLD BUSINESS: <br />Discuss Memo from Firefighter David Boatman Regarding Rule XI, Section S b3 <br />At the Commission's last meeting, Mr. Boatman was invited to submit a formal expression of his <br />concerns regarding Rule XI, Section 5b, Subsection 3. It was requested of the Commission by the <br />Law Department that a definitive decision be delayed. The Assistant Law Director is unable to <br />attend this meeting due to a scheduled vacation. The Law Director reviewed the rules and does see <br />the issue; the provisions for displacement after a lay off is broken down into three (3) parts within <br />classification which were promoted from within a classification series and then from Subsection 3 <br />which appears to involve a situation where somebody of the last civil service position has the <br />requirements for an unrelated classification series. Any situation that requires a displacement <br />would come before the Civil Service Commission. If the Commission looks at the classified <br />positions for the Fire Department, the Commission may consider that all the classifications are in <br />
