Mr. Boatman's concern is that the language still <br />needs to be clarified because of changes in the administration from time to time and what is today <br />may not be as tomorrow. An inquiry was made if the classification list had been published and if it <br />had been broken down into series. If the classified positions have been set up in that manner, the <br />correlation between the list and the language of the rule would resolve this situation. The <br />Commission did not set up the classification list that way and when a situation arises, the <br />Commission usually consults the Human Resources Director. If a Police Officer moved over to the <br />Fire Department, this would be an example of Rule XI, Section 5b, Subsection 3. An inquiry was <br />made if the concern is about the bump beyond the three (3) year period. Mr. Boatman indicated for <br />himself personally, he would say yes and does not think that this is a fair rule when you have a <br />qualified person that could bump down and the Commission is prohibiting them from bumping <br />down. If this was within the same department, the three (3) year is an issue. Further discussion will <br />continue at the next scheduled meeting. <br />V. NEW BUSINESS: <br />Discuss Details Pertaining to the Road Foreman Examination <br />There will be a Road Foreman vacancy; the appointing authority asked for some clarification <br />regarding the steps that the Civil Service Commission would be taking in filling the vacancy. A <br />summary of recommendations was provided to the Chairman by the Assistant Law Director. He <br />went through a series of considerations that would determine whether or not this position is <br />classified, unclassified, and/or if competitive testing is reasonable and practicable. The Ohio <br />Constitution and the Ohio Revised Code does favor competitive examinations for classified <br />positions. The Charter has seven (7) attributes that qualifies positions as unclassified and the <br />remaining positions are considered classified. The job description, according to the Assistant Law <br />Director, does not appear to meet criteria for exceptional status. The Law Department's <br />recommendation is that the Commission holds an Entry -Level open examination. <br />The Service Director is hoping for immediate action on the Road Foreman's position. At the end of <br />this month, the Road Foreman will be retiring and eighty percent (80%) of the government jobs are <br />filled through the examination of the applicant's background, experience, and education; not <br />through a written test. The City has not formally tested the Foreman's positions in the past. The <br />Service Director is a member of the Northern Ohio Service Directors Association which is a group <br />of Service Directors from Cuyahoga, Lake, Geauga, Lorain counties. He had spoken to many <br />Service Directors and they informed him that they do not provide formal written examinations for <br />their foreman's positions. The Service Director is not opposed to having a test; he would like the <br />Commission to reconsider as to what the test is. The Federal Government offers an introductory <br />Civil Service test for entry level positions; eighty percent (80%) of promotions are tested based on <br />knowledge, skills and abilities that is based on resume, work history, and education. The Service <br />Director is suggesting the examination would be based on resumes submitted by the candidates for <br />the position; an impartial person on the Commission or a designee that the Commission hires to <br />review these resumes for their ability to get the job done. A Commissioner suggested that he would <br />not feel qualified and feels that the Service Director is in a better position to make that evaluation <br />and to include a professional. A suggestion was made that a professional who rates the knowledge, <br />skills and abilities based on points would have something objective to grade against. The entry- <br />level positions are based on experience, veteran status, and education; the Commission could have <br />some other objective points to be assigned. For example, the years of experience, education in the <br />position and the technical knowledge they have; a commercial driver's license or a certification in <br />power equipment that may obtain certain points therefore establishing an objective rating system <br />
