0 <br />VI. <br />Maintenance Foreman, this position should not be filled; the Waste Water Treatment Plant does not <br />have a current Operations Foreman; a recommendation was to have the Assistant Plant <br />Superintendent be over the operations and maintenance personnel. The Service Director will <br />provide the Commission a formal document regarding the reorganization of the Waste Water <br />Treatment Plant and will be abolishing some of the positions at the plant. <br />Another area of concern is the ditch crew which is currently paid from the Waste Water Treatment <br />Plant and involves some Laborer A's which are classified positions. In 2002 four (4) employees <br />that were part of the Service Storm Crew were transferred to the Plant and their duties were to clear <br />the ditches. The rationale with using the Waste Water Treatment fund is when the storm water <br />ditches does not flow thoroughly it tends to create more pressure in the storm system which will <br />then infiltrate into the sanitary system (I & I: inflow and infiltration). The Federal and State EPA <br />are pushing cities to eliminate I & I. This will create a need to increase employees not only <br />working with storm ditches, but also working with tightening up pipes, video camera the pipes and <br />getting more involved with the sanitary sewers then just the storm water segment of it. The Laborer <br />A positions will remain in the Service Storm Crew. To down size the Storm Crew, this will create <br />three (3) additional equipment operators at the Treatment Plant; the 4th position would be posted for <br />a mechanic due to the retirement of the Maintenance Foreman who was a hands on foreman. The <br />abolishment of positions are referring to Legal Opinion 2006-02; the two requirements of the <br />appointing authority is to provide the Commission with a statement of rationale and supporting <br />documentation for the proposed abolishment and must file thereafter a notice of the abolishment <br />with the Civil Service Commission. <br />Certify Names for the Building Inspector Vacancy <br />Mr. Ubaldi made a motion to certify the following seven (7) names and forward to the <br />appointing authority contact information for the position of Building Inspector: Michael <br />Gero, Scott Tuttle, Gregory Munro, Jeffrey Rettberg, David Lasardo, Robert Mate, and Neil <br />Ammons. Mr. Hohmann seconded the motion and unanimously approved. <br />ADJOURNMENT: Mr. Ubaldi made a motion to adjourn at 8:03 p.m. Mr. Hohmann <br />seconded the motion and unanimously approved. <br />Ubaldi, Civil Service Chairman Date Donna Eccleston, Civil Service Secretary <br />
