capable of moving up into a foreman's position. There are eighteen (18) Laborer A's and three (3) <br />Laborer B's. If this is the case then there would be potentially twenty-one (21) candidates not <br />including any temporary appointee to take the examination. The Chairman's suggestions after <br />talking to Pat Ramsey is to have both a written examination and an assessment center held the same <br />day. Mrs. Ramsey provided a schedule to Mr. Ubaldi for reference; this was for a hypothetical <br />situation. The written examination would start at 8:00 am; there would be a certain amount of time <br />to grade the examination; the top scores then can be brought in to an assessment center. In the past, <br />the Commission has used the top five (5) candidates. A general discussion commenced regarding <br />the written examination; promotional testing; a few employees expressed interest in the <br />examination. <br />The Chairman explained the written examination process. All candidates would participate in the <br />written examination at a testing location; the written examinations would be scored; those who <br />failed would be disqualified from the oral assessment; the top number that the Commission decides <br />will be involved in the oral assessment. The oral assessment may involve simulations of real world <br />experiences; characteristics of administration, leadership, conflict and management. The candidates <br />interact with professionals and are graded. Within a week the scores are tallied; the written <br />examination and oral assessment are weighted per the Commission's discretion, add extra credit and <br />seniority and then the top.candidate would be appointed. The way it has been done with the Police <br />is that the testing company interviewed the chief and discussed the institution. The testing company <br />used three (3) assessors. A general discussion followed concerning entry-level and promotional <br />examinations; classified and un -classified. The Commission concluded previously that the Service <br />Foreman position is testable and is promotional. When there is a promotional examination, <br />whoever is number one is the winner according to the City's Charter which deviates from State <br />Law. <br />A time line was suggested for the Service Foreman examination. Send a Letter of Intent to <br />Laborers A and B on Wednesday, September 17, 2008 with a deadline of Friday, September 26th; <br />on October 1St, the announcement is distributed; by then Pat Ramsey should have discussed the <br />reference choices with the Service Director. The examination date is scheduled for November 15"'; <br />the written examination will be in the morning and then the top candidates move on to an oral <br />assessment. Within a week, the examinations will be graded; a special meeting will be held to <br />announce the results and the Service Director will have a candidate for the Road Foreman position <br />by Thanksgiving. The Chairman suggested the weight will be 50% for the written examination and <br />50% for the oral assessment; the passing score for both will be 70% for each. A general discussion <br />followed regarding the top five (5) candidates going on to the oral assessment; inadequate <br />performance reviews; seniority credit; tie breaker information should be pre -determined and <br />established before hand; a tie breaker for the written examination could be the order in which the <br />candidate completes the written examination; seniority credit would be detrimental; ranking of the <br />oral assessment. The Chairman suggested including the following language in the posting: "In the <br />event of a tie following the addition of the weighted scores, the candidate whose oral assessment <br />score is higher, or if necessary, the candidate whose performance in the oral assessment is in the <br />opinion of the testing company superior, shall receive the higher ranking." <br />Mr. Ubaldi made a motion to hold a Service Foreman Examination as per the above stated <br />details on Saturday, November 15, 2008. Mr. Hohmann seconded the motion and <br />unanimously approved. <br />V. NEW BUSINESS: <br />
