When the appointing <br />authority appoints a candidate, a conditional offer of employment would be made; background <br />checks will then be conducted. <br />The Commission reviewed Rule VIII, Appointment from an Eligible List, Section 1 c. The rule reads <br />"If there is no valid eligible list for the position, the Commission shall conduct a test for a new <br />eligible list." A general discussion commenced regarding this rule; the amended language would be <br />"If there is no valid eligible list for a classified position determined by the Commission to be <br />testable, the Commission shall conduct a test for a new eligible list." <br />Mr. Ubaldi made a motion that the amendments discussed above to the Rules and Regulations <br />handbook are applied and the new pages be disseminated. Mr. Hohmann seconded the <br />motion and unanimously approved. <br />Review Job Descriptions for the New Positions Created at the Waste Water Treatment Plant <br />The Chairman indicated that he has received the job descriptions for the new positions at the Waste <br />Water Treatment Plant. Guidance from the job descriptions is fairly clear and the recommendations <br />would be as follows: Assistant Superintendent of Plant, un -classified; Assistant Superintendent of <br />Collection, un -classified; Sludge Handler, classified; Collection System Foreman, classified; and <br />Maintenance Technician I and III, classified. An inquiry was made if the positions discussed are <br />testable. The Chairman said it depends; there was either a promotion or lateral move recently at the <br />Waste Water Treatment Plant that the Commission did not feel that this position was testable <br />because it was a place where the reign of collective bargaining was parallel. <br />Mr. Ubaldi made a motion that the Civil Service Commission designates the Waste Water <br />Treatment Plant Assistant Superintendent of Plant, un -classified; Assistant Superintendent of <br />Collection, un -classified; Sludge Handler, classified; Collection System Foreman, classified; <br />and Maintenance Technician I and III, classified. Mr. Hohmann seconded the motion. and <br />unanimously approved. <br />A general discussion followed regarding classified, un -classified, the Charter, and being consistent. <br />If a position is not listed in the Charter it is considered classified. <br />Finalize Details Pertaining to the Road Foreman Examination <br />There are four (4) items that need to be resolved for the Road Foreman examination: the nature of <br />the examination, those who would be eligible for the test, special requirements, and the availability <br />of Ramsey & Associates and the testing site. The Chairman requested the job descriptions for <br />Laborer A and B and also any meaningful or substantive differences between the two. Looking at <br />the job descriptions Laborer A does exercise supervisory duties. It is typical for a Laborer B to <br />move up to Laborer A. A general discussion commenced regarding that Laborer B's should be <br />allowed to take the exam because some do have the knowledge and skill of a Laborer A. A Laborer <br />B may not have the opportunity to have supervisory experience but may have the skill and <br />knowledge. There are five (5) Laborer A's and four (4) Laborer B's under the Road Foreman; there <br />are other Laborer B's that are not under the Road Foreman and jobs and assignments are <br />interchangeable enough that all Laborers A and B who work under the two (2) foreman are capable <br />and experience enough for the job of Service Foreman. Laborers A and B sometimes had moved <br />around from Building to Roads to Forestry. A Forestry Foreman may at times fill in for the Road <br />Foreman. The scope of the work and the duties are such that these Laborers A and B maybe <br />
