CITY OF NORTH OLMSTED <br />CIVIL SERVICE COMMISSION MEETING <br />CITY COUNCIL CAUCUS ROOM <br />MINUTES — MAY 18, 2009 <br />7:30 P.M. <br />I. ROLL CALL: Chairman M. Ubaldi called the meeting to order at 7:30 p.m. <br />PRESENT: M. Ubaldi, B. Hohmann, and K. Zolar <br />ALSO PRESENT: Human Resources Director C. Farver, Assistant Law Director B. O'Malley, <br />Civil Service Secretary D. Eccleston <br />11. DISPOSITION OF MINUTES: <br />The Civil Service minutes dated April 20, 2009 have been submitted for• approval. <br />A general discussion commenced regarding the Equipment Operator. This position has the same <br />job description regardless if it is a licensed 1, 11 or III. <br />Mr. Ubaldi made a motion to accept the minutes as submitted. Mr. Hohmann seconded the <br />motion and unanimously approved. <br />111. COMMUNICATIONS: <br />There was I item of correspondence received and I item of correspondence sent out by the Civil <br />Service Commission. <br />Rules and Regulations Handbook <br />The Chairman indicated that he has not completed the review of the rules and regulations. <br />V. NEW BUSINESS: <br />Designate a Classification for the WWTP Equipment Operator H and Equipment Operator III <br />The Commission received from the Service Department specifies for the job descriptions for <br />Equipment Operator 11 and Equipment Operator 111. Sharon Schlemmer, Superintendent of the <br />Waste Water Treatment Plant, informed that there is no difference between Operator 1, 11 or III <br />other than the pay rate. So given that the Commission decided that Operator I is unclassified <br />Operator 11 and III should be unclassified as well. A general discussion commenced regarding <br />criteria in the rules of what is classified and unclassified; the Commission's determination of semi- <br />skilled which does not require special previous training or experience would constitute unskilled; <br />the Charter identifies seven (7) categories of unclassified positions leaving the rest of the positions <br />classified. State Law treats unskilled labor very differently than the City's Charter. If there is a <br />conflict between the City's Charter and State Statute, the Charter prevails. In State Law, the <br />
