analysis is the nature of the position and the level of specialized skill involved to do the job. Work <br />ethic, basic education, and the ability to perform manual labor without any specialized training or <br />skill constitutes the unskilled labor category. The Commission had discussions a few years ago <br />regarding semi skilled; consequently this did not pass the threshold of skilled. <br />A general discussion commenced regarding positions that has an operator's license has the ability to <br />operate certain kinds of equipment; consistency among the municipal workforce; Laborers C and D <br />requires commercial driver's licenses and was determined as unclassified. Bucket machines, riders, <br />inspection of equipment, etc. would indicate that these positions would be more than unskilled <br />laborer because they would have an operator's license and have the ability to operate the machines <br />that are required for that job. The most difficult decisions are those that straddle the line and it can <br />be revisited at a later date. A basic example would be the vast majority of people could not just go <br />into McDonalds and operate the fry machine first try. It is something that needs to be trained on and <br />the employee that will carry it out is not hired because he has any kind of specialized experience. <br />A general discussion followed regarding the five (5) or less employees in the Equipment Operator <br />positions; the plant is so old it's very labored intense so that a lot of what you see is turning knobs <br />and switches. <br />Mr. Ubaldi made a motion that Equipment Operator II and Equipment Operator III be <br />determined as unclassified. Mr. Hohmann seconded the motion. Roll call on the motion: B. <br />Hohmann; yes, K. Zolar; no, M. Ubaldi; yes. Motion carried. <br />VI.
