V1. <br />Promotional test for the Assistant Fire Chief. There were no candidates from the ranks of Captain <br />and Lieutenant; this required several postponements. <br />The Chairman indicated that in 2006 the RFQ's were done 2 tier and was performed a little bit more <br />by the book. The RFQ was the void of any request of fee schedules; it was simply a matter of <br />qualifications. The Commission then moved on to the RFP, which was very specific. One (1) <br />company essentially told the Commission that they already completed the RFQ and was not going <br />to respond to the RFP. Interviews were then conducted; one (1) over the phone and two (2) were in <br />person. The Chairman suggested adding to the proposed RFQ "Revisions to the Request for <br />Qualifications" and "Clarifications, Additional Information" that are listed on the last page of the <br />2006 RFQ and to include the secretary's email address. A general discussion followed regarding <br />the Commission's interest is not to be as formal and if it is clear cut that Pat Ramsey, for example, <br />offers the Commission comparable services for a lower price, then that would be fine. If there is <br />another Pat Ramsey in the area, then maybe the Commission may begin to scrutinize and take <br />additional steps. That means more time and another meeting. If the Commission felt that they had <br />a good enough handle on the responding firms, perhaps there would be a special meeting to hammer <br />out the details. Having a testing agency come in and bring in the appointing authority to hash out <br />the few blank spots that the Commission has left and then start the process in mid April which the <br />process would be about two (2) months behind. <br />A general discussion commenced regarding personal services. The Commission picks who they <br />want and try to get the best value, best service, and make a decision without any personal <br />favoritism; trying to make it competitive and objective as possible. You cannot spend money that <br />has not been appropriated and whatever recommendations that the Commission makes will be <br />scrutinized by the Board of Control. A legal form of the contract will be approved by the Director <br />of Law so that there is a definite contracting procurement process; checks and balances. <br />Mr. Ubaldi made a motion that the Commission publicize and mail to a working list of testing <br />agencies this Request for Qualifications and pursuant to it anticipate the receipt of Statements <br />of Qualifications on March 12, 2010 and will review the Statements of Qualifications at the <br />March meeting. Ms. Zolar seconded the motion and unanimously approved. <br />The last item is an inquiry that the Commission received from a person that wishes to take an entry- <br />level examination with the City of North Olmsted and if passed, placed on an eligible list. The <br />applicant has some vision impairment, The Chairman handed out copies of a drafted letter. The <br />main point is that the Commission cannot come to any determination as to the ability to pass a test <br />without actually conducting an evaluation. The drafted letter is acceptable. <br />Mr. Ubaldi made a motion that this letter be sent to the applicant which will consist of the <br />Commission's response to his question.
