CITY OF NORTH OLMSTED <br />SPECIAL CIVIL SERVICE COMMISSION MEETING <br />CITY COUNCIL CAUCUS ROOM <br />MINUTES - MARCH 30, 2010 <br />7:00 P.M. <br />I. ROLL CALL: Chairman M. Ubaldi called the meeting to order at 7:02 p.m. <br />PRESENT: M. Ubaldi and D. Dargaj <br />ALSO PRESENT: Director of Human Resources C. Farver, Asst. Law Director B. NEW BUSINESS: <br />Interview Testing Companies <br />The purpose of this special meeting is to interview the two (2) testing companies who scored the <br />highest on the Statements of Qualifications submitted this past month. The first interview is Gerald <br />Barrett of Barrett & Associates. The City has two (2) vacancies; a Police Lieutenant and Police <br />Sergeant. The Commission would like to hold two (2) tests concurrently. The Lieutenant's test <br />would have potentially five (5) candidates and the Sergeant's test would have approximately thirty- <br />six (36) candidates. In the past for ranks below Police Captain, the Civil Service Commission used <br />a combination of a written examination and oral assessment. In 2006 the Commission used an oral <br />assessment for Police Chief and Captain. After the Commission selects the testing company and <br />has received approval from the Board of Control, they will go ahead and finalize the details. The <br />Commission must notify the candidates thirty (30) days in advance prior to the testing date. <br />Roughly, the target date for the written examination for the Police Lieutenant would be Saturday, <br />May 15tH <br />Barrett & Associates does not use educational experience for safety forces. This process is more for <br />jobs such as architects. They custom design everything and the most typical test would be an in <br />basket, an oral and a job knowledge test. Those three (3) components are designed to measure <br />separate dimensions. A job analysis is completed first to find out what are the duties of a Police <br />Lieutenant and Police Sergeant. This process would usually take about two (2) weeks and Barrett & <br />Associates approach usually consists of interviewing the incumbents, supervisors and Chief and/or <br />the designees. The job analogy exam is the written examination. In the past, the Commission has <br />used the oral assessment as a second round in which the majority of the lower scoring candidates <br />are eliminated and the top so many candidates go on to the oral assessment. Barrett & Associates <br />does not utilize that process because of litigation but has set up tests using this procedure. The trend <br />
