the candidates will receive a score from 0 to 100 which is based on these dimensions. At the <br />completion, the candidates receive a score, a bar graph with the results of each of the dimensions. <br />The candidates will then receive written comments that are for them to explain how the testing <br />company arrived at those scores. Ramsey & Associates usually gives 4 or 5 points for each <br />dimension. This helps out each candidate to know their strengths and weaknesses. Ramsey also <br />provides a graph of all the candidates for the chief or supervisor. For the written examination, the <br />Commission can use as many references as they wish with a minimum of four (4). Ramsey & <br />Associates charge by the number of references and would utilize some of the internal reading <br />materials such as the CBA, Rules and Regulations, ORC, etc. A general discussion commenced <br />regarding utilizing one (1) or two (2) references for both tests with a couple of different references <br />for each examination to save money. <br />For the job analysis, it depends upon the jurisdiction. Ramsey would use the job description; meet <br />with the Chief; provide a bibliography with about forty (40) different references and come up with a <br />reference list for the examinations. The candidates do not see the bibliography list but the posting <br />will have a reference list that the test is based on. The testing company confirms with the <br />publishing company to make sure the posting lists the most current edition. When the candidates <br />take the written examination, the testing company indicates which questions were taken from which <br />reference. A general discussion commenced regarding Ramsey's testing in other communities and <br />using the candidates last 4 digits of their social security number to see if they have taken their <br />exams in the past. Ramsey & Associates were selected by the Commission in 2006 and they had <br />carried out all the Entry -Level and Promotional exams the Commission has had since then. Ms. <br />Ramsey can meet with the Police Chief, Safety Director, someone in the same rank, etc. to develop <br />the job analysis or the best fit for the organization. <br />The Board of Control will meet when ask to. Section 112.05 refers to a report that is to be provided <br />to the Board of Control that identifies the firms, describes the selection process, the contract <br />negotiation process and the total contract price. The Chairman indicated that he would like to hold <br />a special meeting in two (2) weeks, April 12th, to work out the details with the selected testing <br />company. <br />Mr. Ubaldi made a motion that the Civil Service Commission selects Ramsey & Associates for <br />testing and enters into a contract for promotional testing services not to exceed two (2) years <br />or total sum of services over such duration not to exceed $25,000. Ms. Dargaj seconded the <br />motion and unanimously approved. <br />The Commission is designating a testing agency for any or all testing for a two (2) year time period <br />which goes beyond the scope of the particular contract that has been recommended and is asking the <br />Board of Control to approve a contract to test for two (2) positions which will be below $25,000. <br />Subsequently, the Commission might have additional contracts with the same testing agency and <br />hopefully without the same rigorous review process, This is a two-part proposal to the Board of <br />Control; approve a contract for these promotional tests and ask for approval of this testing agency <br />for future promotional testing. Once the Commission spends $25,000, the process will stark all over <br />again unless granted a waiver from the Board of Control. There were fourteen (14) testing firms <br />invited to send proposals and four (4) testing firms responded. Two (2) were interviewed. <br />The Chairman requested the secretary to look into availability dates for the written and oral <br />assessment. <br />
