CITY OF NORTH OLMSTED
CIVIL SERVICE COMMISSION MEETING
CITY COUNCIL CAUCUS ROOM
MINUTES -- JULY 199 2010
7:30 P.M.
I. ROLL CALL: Chairman M. Ubaldi called the meeting to order at 7:26 p.m.
PRESENT: M. Ubaldi and J. Barrett
ALSO PRESENT: Director of Human Resources C. Farver, Assistant Law Director B. O'MaIley,
Mrs. Barrett, and Civil Service Secretary D. Eccleston
II. DISPOSITION OF MINUTES:
The Civil Service minutes dated March 30, 2010, May 17, 2010 and June 7, 2010 have been
submitted for approval.
Mr. Ubaldi made a motion to accept the minutes as submitted and Mr. Barrett seconded the
motion with a question.
Mr. Barrett was not part of those meetings and was not sure if it is proper to vote on them. There is
no legal prohibition against him for voting to adopt the minutes and can suggest that they be tabled.
The Chairman withdrew the motion.
III. COMMUNICATIONS:
There were 6 items of correspondence received and 22 items of correspondence sent out by the
Civil Service Commission in May/June, 2010 and there was I item of correspondence received
and I item of correspondence sent out by the Civil Service Commission in JunelJuly, 2010.
IV. OLD BUSINESS:
V. NEW BUSINESS:
Revision to Rule IV Section la
The language in question is the second sentence "All rules and regulations regarding the process for
any necessary examination protest and/or the inspection of questions, ratings keys or answers to the
examination may be included with public notice of an examination." The Chairman indicated that
he thinks this is a vestige of rules that the Commission once had. In State Law there was a
provision for protest period for fireman and is almost positive that is gone from the Ohio Revised
Code, but even if it isn't, as of the 2008 revision that the Commission under took for its rules,
removed any provision for protest period for Fire or Police. The Commission may decide at a later
date to reinstate a protest period if needed.
Mr. Ubaldi made a motion to remove the second sentence of Rule IV, Section la. Mr. Barrett
seconded the motion and unanimously approved.
