0 <br />VI. <br />Promotional Examination for Police Captain <br />Police Captain Kevin Whelan will be retiring in September, The Rules of the Civil Service <br />Commission is to fill the vacancy by holding a promotional examination; however, the Commission <br />has received correspondence from the Safety Director and is extending its hiring freeze to this <br />promotion. The Commission's May minutes indicated a detailed study is being conducted to <br />determine the staffing needs for the Police Department. The Chairman acknowledges this <br />information and defers to the Administration. The Promotional examination will be on hold for <br />now. Legal Counsel suggested that the subject should not lay dormant indefinitely. Once the <br />Commission is noticed of a vacancy, the time frame to hold an examination under the rules is to the <br />Commission's discretion; under State Law there is a specific time frame. The Commission will turn <br />to the Administration regarding the status of the study at a later date. The Human Resources <br />Director is involved and said that the Safety Director is requesting a hiring freeze until they conduct <br />the evaluation and then will bring information back to the Civil Service Commission to involve the <br />Commission on whatever action needs to be taken. There is not a time line on when the evaluation <br />will be complete but is very confident within the year.
