M <br />CITY OF NORTH OLMSTED <br />CIVIL SERVICE COMMISSION MEETING <br />CITY COUNCIL CAUCUS ROOM <br />MINUTES - SEPTEMBER 20, 2010 <br />7:30 P.M. <br />I. ROLL CALL: Chairman M. Ubaldi called the meeting to order at 7:30 p.m. <br />PRESENT: M. Ubaldi and J. Barrett <br />ALSO PRESENT: Human Resources Director C. Farver, Public Safety/Service Director C. <br />Ritenauer, Asst. Law Director B. O'Malley, P. Ramsey of Ramsey & Associates, S. Barrett, Civil <br />Service Secretary D. Eccleston <br />11. DISPOSITION OF MINUTES: <br />The Civil Service minutes dated March 30, 2010, May 17, 2010, June 7, 2010 and July 19, 2010 <br />have been submitted for approval. <br />The Chairman indicated that the Commission has several minutes to approve but at the request of <br />Mr. Barrett the July minutes will be reviewed and approved and the remaining minutes will be <br />tabled until Ms. Zolar attends the next meeting. <br />Mr. Ubaldi made a motion to accept the July 19"' minutes as submitted. Mr. Barrett <br />seconded the motion the unanimously approved. <br />III. COMMUNICATIONS: <br />There were 12 items of correspondence received and 3 items of correspondence sent out by the <br />Civil Service Commission. <br />IV. OLD BUSINESS: <br />V. NEW BUSINESS: <br />Discuss Amendment for Rule V <br />The Chairman passed out recommendations for the amendments to Rule V for residency credit. The <br />recommendation for extra credit equates to the military service. Military service can very easily be <br />argued as a direct benefit and influence on the way a police officer conducts himself Advantages <br />for residency credit can be knowledge for the familiarization of the City. The other objection would <br />be the two of them would remain separate. A general discussion commenced regarding maximum <br />military credit, '/z point for residency and '/z point for 5 years or more as a resident, the residency <br />extra credit initiated with the Administration, the employee's immediate availability. Everyone <br />concurred adding the residency extra credit. The Chairman indicated that we can add that to a <br />motion at the end of the meeting and will motion that the Commission has a new section 1 and a <br />new section 2 with sub sections a and b. Military Service remains at 3 points, residency preference <br />maximum will be 1 point. The Chairman noted that he has adopted some of the language used in <br />
