the recommendation; its crisper and indicated that some of the language has been changed from the <br />past. <br />The previous Safety Director, Lisa Thomas, expanded the educational credit to a college 4 year <br />degree and added a section to Firefighter/Paramedic. There is merit in saying that Police training is <br />directly relevant to education. A recommendation was suggested to limit the OPOTA extra credit to <br />1.5 points. The rules do not allow five (5) points to a single educational pursuit. It is mandatory <br />that a Police Officer have OPOTA police training and it is the City's obligation to train them. There <br />is some efficiency already having the certification and the employee can be put on the street sooner. <br />The OPOTA training is considerable and is a scheduling issue as well. Once the employee obtains <br />their certification, they ride with one of the senior officers. Not all academies are created equal and <br />the Police Chief has a preference with the State Highway Patrol due to the fact of the positive <br />results. <br />A general discussion commenced regarding OPOTA training and testing companies entry-level <br />examinations. Ms. Ramsey indicated that the Academy is a lot more in depth and their test is just <br />an entrance to the Academy. Ramsey & Associates' exam determines that the applicant has the <br />ability to read and comprehend, do deductive reasoning, be able to see data and interpret it; whereas <br />the academy is more of the actual law. Applicants with prior academy training sit well for the <br />entrance test. A general discussion commenced regarding the weight, accredited college, and the <br />purpose of the extra credit is to reward academic pursuit. A decision was made that the OPOTA <br />certification would receive three (3) extra credit points and all agreed. <br />The Chairman will forward to the secretary the rule amendment document to incorporate the new <br />changes. A general discussion followed regarding accredited colleges. There was a similar struggle <br />with simply military credit and ultimately had to add language; so simply just adding the word <br />`accredited' would solve the problem. When the City recruits in HR, they check out the applicant's <br />educational background for accuracy and accreditation. A suggestion was made that the rules refer <br />to qualifying diploma from accredited institution. The Chairman will add this into the b section, <br />Mr. Ubaldi made a motion to amend Rule V according to the recommendations stated above. <br />Mr. Barrett seconded the motion and unanimously approved. <br />Amend the Civil Service Address Stated in the Rules and Regulations <br />In the Civil Service Rules and Regulations the address states the P.O. Box and should be changed to <br />5200 Dover Center Road. <br />Mr. Ubaldi made a motion to change the address of the Civil Service Commission to 5200 <br />Dover Center Road in the Rules and Regulations. Mr. Barrett seconded the motion and <br />unanimously approved. <br />Discuss and Finalize Entry -Level Patrol Officer Examination <br />In the past the Administration has budgeted for Entry -Level examinations. Entry -Level <br />examinations would warrant the occasion for application fees. A general discussion followed <br />concerning budget for tests, last testing cycle, 2010 budget, application fee, cashiers check or <br />money order, fee waiver, and application packet. <br />
