CITY OF NORTH OLMSTED CIVIL SERVICE COMMISSION MEETING CITY COUNCIL CAUCUS ROOM MINUTES - NOVEMBER 15, 2010 7:30 P.M. I. ROLL CALL: Chairman M. Ubaldi called the meeting to order at 7:35 p.m. PRESENT: M. Ubaldi, K. Zolar and J. Barrett ALSO PRESENT: Human Resources Director C. Farver, Finance Director C. Copfer, Asst. Law Director B. O'Malley, S. Barrett, and Civil Service Secretary D. Eccleston II. DISPOSITION OF MINUTES: There is no Civil Service minutes submitted for approval. The Chairman indicated given the amount of clerical work for the Entry -Level Patrol Officer examination, there are no minutes to be submitted this month. III. COMMUNICATIONS: There were .14 items of correspondence received and 23 items of correspondence sent out by the Civil Service Commission. IV. OLD BUSINESS: V. NEW BUSINESS: Review requestfor non-competitive (exceptional) appointment of Assistant Director of Finance There is a request from the Finance Director for an "Exceptional" appointment for the Assistant Finance Director vacancy. The Chairman indicated that this is a non competitive position; it's something that the Commission has addressed before and is willing to grant the request. The Finance Director forwarded a letter to the Commission along with the job description. A general discussion commenced regarding classified positions and competitive/non-competitive. The Assistant Finance Director's position is not an issue because it is understood that this position was highly specialized, a degreed position, and was impracticable to test. Mr. Ubaldi made a motion that the Commission recognizes the fact that this is a non- competitive position, although this is classified, and the Finance Director and/or the Administration may appoint at will. Mr. Barrett seconded the motion and unanimously approved. Certify candidates from Patrol Officer eligible list to vacancy The Commission did receive the results for the Patrol Officer test. In summary, four hundred (400) application packets were prepared; two hundred seventy three (273) applications were picked up;
