There are a number of candidates that have not submitted their agility certification to the <br />Commission; however,- there has been -some confusion between the candidates and Tri -C. Tri -C <br />was supposed to pass the information on to the cities that were specified on the candidates' form <br />according to some of the candidates that have contacted the Civil Service Commission. <br />Kevin Pillinger, a candidate on the Entry -Level Patrol Officer Eligible List approached the <br />Commission and said he took the test in December and Tri -C indicated that they would forward the <br />information to the City. <br />Mr. Ubaldi made a motion to exclude the following names from those candidates who will be <br />removed from the eligible list because we do have information that they took and passed the <br />test before the deadline approached. The excluded names are: Anthony Daniels, Kevin <br />Fillinger, Jonathan Hayes, James Kaminski, Anthony Maslanka, Kasey Urbansky, Craig <br />Wilson, Jeremy Blackstone, Daniel Mulcahy, Jarred Nadal, and Patrick Tohill. Mr. Barrett <br />seconded the motion and unanimously approved. <br />A general discussion commenced regarding how to avoid this problem in the future. A comment <br />could be mention the day of the test to remind the candidates that it is their responsibility to submit <br />their agility certification to the Commission. <br />Discussion Promotional Examination for Police Chief <br />Pat Ramsey of Ramsey & Associates is in attendance and has spoken to the Administration briefly <br />regarding the promotional examination for Police Chief and will meet with the Police Chief soon. <br />A general discussion commenced regarding the promotional examination, It is premature to set a <br />date because there is no vacancy yet; however, tentative dates can be discussed. It is appropriate to <br />plan and discuss the matter; however, once a motion is made to establish the test, all discussion <br />ceases as to any matters regarding the test. The Administration over the past several meetings <br />attempted to approach the Civil Service Commission regarding the scope and methodology of the <br />test. <br />The process in 2006 for the Promotional Examination of the Police Chief was successful. What the <br />Administration is looking for in this position is executive management skills, leadership, <br />innovation, analytical skills, communication and look at the organization as a whole. A written <br />assessment incorporating these skills was suggested. During the oral assessment in 2006, there <br />were three components of the test: structure oral interview, oral presentation, and a written <br />exercise. A suggestion was made to have the Administration work hand in hand with the testing <br />company. <br />A job description for Police Chief was prepared by Human Resources. This job description <br />includes the purpose of the position, the essential functions, knowledge, skills and ability, etc. The <br />job description tells the Administration what they want from this individual; it is a highly <br />responsible position with managerial duties and administrative job in planning, organizing and <br />directing the Police Division. This position stresses the importance for the ability to interact with <br />residents, have executive knowledge to manage a complex organization, be involved with the <br />municipal finance structure, budgeting, personnel and labor relations. <br />
