A suggestion was made to add another element to the testing process; create an interview panel. <br />Members of this panel could be the Mayor or his designee, Safety Director; Human Resources <br />Director, and Industrial Psychologist, a resident ideally from the business community, a <br />representative from the schools, the existing Police Chief, etc. The panel would look to the <br />candidates analytical and problem solving skills, decision making, planning, coordinating, <br />management, managing limited resources and critical thinking. The Chairman's concern is having <br />the appointing authority on the panel. Other than that, this could be left up to the testing company. <br />This panel could be done in conjunction with the oral assessment. The panel process has been <br />utilized by the City of Beachwood. <br />An inquiry was made if the candidates must possess the minimum training experience and special <br />requirements in the job description. According to the Civil Service Rules and Regulations, a <br />candidate must serve 12 months in the next lower rank. That is the only requirement that is needed <br />according to the Chairman. <br />The Administration would like to enhance the testing process to find the best possible candidate for <br />the City of North Olmsted. The Chairman's position is not to micro manage but to connect the <br />Administration to the testing company, give a data dump, suggestions, requests and ultimately have <br />the testing company design a test. The Commission's responsibility is to make sure those meetings <br />take place to take care of the procedural end, set a date and time and determine the means for <br />judging the test. A general discussion commenced regarding tailoring the test, utilization of the <br />panel, written component and a final decision. <br />There is language in the O.R.C. 124.45 that states "when a vacancy occurs" and at this time, there is <br />just a forecasted date from the Police Chief which creates an absence of urgency to set a date for an <br />examination and also the Administration has not completed their discussion relating to the testing <br />procedure. Eligible lists cannot be created for promoted positions in the absence of a vacancy. A <br />discussion then followed concerning the scope and methodology of the testing procedure; there has <br />not been a thorough or complete discussion. The appropriate responsibility of the Commission is to <br />embrace the nature of the test, its components — written and/or oral, the nature of the assessment <br />center, and the analysis that it is undertaken. More time and effort aught to be put into the process <br />before setting the test date. <br />The Chairman inquired to Pat Ramsey regarding dates for the examination. The Police Station is <br />available to the Commission. Again, it is appropriate to tentatively schedule the test; however, if <br />the test is set, the Commission cuts off all further discussion about the manner in which the test <br />might be conducted. <br />Mr. Ubaldi made a motion to hold a Promotional Examination for Police Chief on April 2, <br />2011 at 9:00 AM. It would be a completely oral assessment as in 2006 that would constitute <br />100% of the score and because it's oral we do not need a passing score. The examination will <br />take place in the Police Department and to that end direct the secretary for advertisements <br />and all related material to it. Mr. Barrett seconded the motion.
