CITY OF NORTH OLMSTED <br />CIVIL SERVICE COMMISSION MEETING <br />CITY COUNCIL CAUCUS ROOM <br />MINUTES - MAY 16, 2011 <br />7:00 P.M. <br />I. ROLL CALL: Chairman M. Ubaldi called the meeting to order at 6:58 PM <br />PRESENT: M. Ubaldi, K. Zolar and J. Barrett <br />ALSO PRESENT: Director of Human Resources C. Farver, Police Chief J. Gallagher, Police <br />Lieutenant R. Cox, Police Lieutenant M. Kilbane, K. Kilbane, Assistant Law Director B. O'Malley, <br />and Civil Service Secretary D. Eccleston <br />II. DISPOSITION OF MINUTES: <br />The Civil Service minutes dated January 24, 2011, February 7, 2011, February 28, 20.11, April 6, <br />2011 and April 27, 2011 have been submitted for approval. <br />Mr. Ubaldi made a motion to accept the minutes as submitted. Mr. Barrett seconded and <br />passed unanimously. <br />III. COMMUNICATIONS: <br />There were 12 items of correspondence received and 8 items of correspondence sent out by the <br />Civil Service Commission. <br />IV. OLD BUSINESS: <br />V. NEW BUSINESS: <br />Revision to Rule IV, Section 1 c <br />The proposal to Rule IV, Section lc is to remove the phrase "who shall, in the case of Promotional <br />examination, appoint such person within 30 days." A general discussion commenced regarding the <br />30 day window. <br />A discussion followed later regarding temporary or exceptional appointments; Charter requires <br />promotional appointee be appointed; Commission's intent should be clear. The amended rule <br />should read as follows: "A ranked list for entry-level and promotional exams shall be posted in the <br />Civil Service Office. Notice of certification of examination results shall be issued by the <br />Commission to the appointing authority who shall, in the case of promotional examination, appoint <br />such person." <br />Creation of Rule V, Section 5 <br />Rule V, Section a and b has been created to extend educational credit for other entry level positions <br />besides Police and Fire.
