Other Entry -Level Positions - a. Eligible candidates for other entry-level positions may receive <br />educations credit in accordance with the following scale: <br />• A four-year college degree equals two (2) points <br />• A two-year college degree equals one (1) point <br />b. Such credit shall be awarded, upon submission of a qualifying diploma from an accredited <br />institution, up to a maximum of three (3) points." <br />Revision of Rule III, Section 7a and Creation of Rule III, Section 7f <br />A proposal for a revision to Rule III, Section 7a and a creation of Rule III, Section 7f has been <br />suggested. This proposal extends the efficiency and seniority credit torpmotioaal examinations_._... <br />for other departments besides Police and Fire. A general discussion followed regarding evaluations <br />and the metrics of them. <br />The Road Foreman position was determined testable for a promotional examination two (2) years <br />ago and did not, at the time, offer extra credit because it was not in the Commission <br />Rules. A general discussion followed regarding the Collective Bargaining Agreement, Seniority <br />and Efficiency. <br />A general discussion then commenced regarding Section 7f proposal; the Police and Fire having <br />separate evaluation forms which are far more detailed; performance evaluation forms rating 5 to 1, <br />5 being the highest. <br />The Chairman suggested that Rule III, Section 7a should read: "Applicants receiving a passing <br />score in competitive promotional examinations shall receive additional credit to their scores, where <br />applicable, for seniority and efficiency." Section 7f'should read: "Other positions subject to <br />efficiency evaluations shall have credit awarded based on the most recent evaluation, using a scale <br />determined by the Commission." The title to Rule III, which is currently "Police and Firefighter <br />Promotions" shall be amended to read "Promotions." <br />Mr. Ubaldi made a motion that the revisions of the rules be made. Mr. Barrett seconded the <br />motion and unanimously approved. <br />Review State Personnel Board of Review Annual 2010 Report <br />The State Personnel Board of Review annual report was completed and is all matter of figures. The <br />report has not been sent yet due to approval from the Commission. <br />Mr. Ubaldi made a motion to approve and forward the State Personnel Board of Review <br />Annual 2010 Report. Mr. Barrett seconded the motion and unanimously approved. <br />Entry -Level Licensed Operator I Examination <br />The Commission determined a couple of months earlier that a Licensed Operator I would be an <br />entry-level position. A discussion followed regarding details of the examination; require an Ohio <br />Class I Operator's Certification and valid driver's license; a CDL is not needed for this position. <br />The details of this examination are as follows: advertisement 5/29/11; release of application <br />packets 5/31A 1; application fee of $25; application deadline 7/1/11; special meeting to review <br />applications 7/11/11; and examination date 7/16/11. <br />
