The Commission received an email on February 20, 2013 regarding military extra credit for Thomas <br /> Daley, an applicant on the Entry-Level Patrol Officer Eligible List. Mr. Daley is currently in active <br /> duty status and is stationed in Newburg,NY. Chairman Barrett read Rule V, Extra Credit for <br /> Military Service, Education, and Local Residency, Section 1a, Military Service Credit as Delineated <br /> Below, "Military service credit shall be awarded to any eligible entry-level candidate who has <br /> completed full-time duty in the active military service of the United States, including a member of a <br /> Reserve Component serving on active duty or full-time training, who has been honorably <br /> discharged or transferred to a reserve unit, subject to satisfactory evidence and documentation (DD- <br /> 214 or equivalent). Credit shall not be awarded for full-time National Guard duty." The <br /> Commission reviewed the application packet. Upon review, Mr. Daley, as of December 13, 2012, <br /> has had 6 years and 8 months active duty and will not complete his term until April 5, 2014. The <br /> Commission would be deviating from the rule if the extra credit is granted. <br /> Chairman Barrett motioned, seconded by Commissioner Hayes, shall the Commission adopt <br /> the appeal of Sgt. Thomas Daley by giving him extra credit points for military service. Roll <br /> Call: Mr. Barrett, no; Mr. Hayes, no; Mr. Ubaldi,yes. <br /> Motion did not pass. <br /> Dominique Whitney, an applicant on the Entry-Level Patrol Officer Eligible List, submitted a letter <br /> to the Commission on February 19, 2013 regarding extra credit for OPOTA Certification and <br /> education credit. Chairman Barrett reviewed Mr. Whitney's application packet and no degree was <br /> listed on the LCCC transcripts; however, his degree was included with his February 19, 2013 letter. <br /> When confirming his OPOTA certification, the information provided on the application was <br /> illegible,therefore, he did not receive extra credit for the OPOTA Certification. After further <br /> review, Mr. Whitney does have a valid OPOTA Certification, <br /> Chairman Barrett motioned, seconded by Commissioner Hayes, should the Commission <br /> award the appeal concerning Mr. Whitney's OPOTA Certification and grant him the <br /> appropriate points. <br /> Motion passed unanimously. <br /> Chairman Barrett motioned, seconded by Commissioner Ubaldi, should the Commission <br /> uphold the appeal concerning Mr. Whitney's education credit as to the original documents <br /> submitted. Roll Call: Mr. Barrett, no; Mr. Hayes, no; Mr. Ubaldi, no. <br /> _Motion did_.not.pass, .. <br /> Mr. Whitney's original rank number is 85 and his new rank number will be 69. A letter will be <br /> forwarded to him indicating his new ranking. <br /> Request for Removal of Candidate on the Entry-Level Patrol Officer Eligible List <br /> The Commission received a request from the Police Chief to remove David Schuerger's name from <br /> the Entry-Level Patrol Officer Eligible List. The candidate may voluntarily remove his name from <br /> the list or a hearing letter can be sent to the candidate to give him an opportunity to be heard at the <br /> next meeting. The Commission will docket the matter for hearing at the next meeting and a formal <br /> hearing letter will be sent. <br /> A general discussion followed regarding docketing the matter for hearing, voluntary and <br /> involuntary withdraw from the process. Commissioner Hayes suggested to speed up the hearing <br /> process, if the Commission receives a request from the appointing authority to remove a name from <br />
