Section 4e, Examinations, was reviewed by the Commission and amended the language by striking
"of the state" and "in the service of the City."
Chairman Barrett read Section 4f, Examinations. The second sentence has no relation to the first
sentence. Extra credit comes in to play when the applicant meets the minimum passing score and
veteran's preference is more of an entry-level concept rather than a promotional concept. The
objective here was to take what is contained in 124.23 of the State Code and incorporate it into the
rules for consideration. The Commission decided to use the first sentence as subsection 4f and the
second sentence Subsection 4g with modified language.
Subsection 4g now becomes Subsection 4h. A general discussion commenced regarding the posting
of open positions. State Law is dictating to the City that it shall post a notice via electronic media
for every position for at least one (1) week. Commissioner Ubaldi said that information is in Rule I,
Section 1, The Commission does recognize that the City has a website and has a practice of posting
these notices. As of today in the private sector most job seekers use the internet. There are
companies that are looking for those leads on line and then publishing them back to people that are
signed up for that service. The Plain Dealer is going 3 days a week and is going digital.
Commissioner Ubaldi inquired if the Commission can displace Section 4h and put it in Rule 1. The
Assistant Law Director will review the matter.
Commissioner Ubaldi inquired if a Fire Chief applicant's email of March 25t" has been answered
regarding how many applicants for the Fire Chief examination applied and how many were notified.
A general discussion followed and Commissioner Hayes suggested the Secretary can respond.
VI. ADJOURNMENT:
Commissioner Hayes moved, seconded by Chairman Barrett, that the meeting be adjourned.
Motioned passed unanimously. Meeting adjourned at 8:45 p.m.
0—) —/ w v3
Jeme al7rett, 6VilS&ervice Chairman Date Donna Eccleston, Civil Service Secretary
