Chairman Barrett moved, seconded by Commissioner Hayes, to certify Steven Palka on the <br /> Entry-Level Patrol Officer Eligible List and forward a copy of his application packet to the <br /> appointing authority. <br /> Motion passed unanimously. <br /> Proposed Changes for Rule VI <br /> Chairman Barrett began to review Rule VI, Expenses of Examination Process & Application Form <br /> Information. Commissioner Ubaldi is concerned about changing the rules midstream while the <br /> examination process is still proceeding. The Commission can review the rules at this time and then <br /> adopt the amended rules after the testing process has been concluded. <br /> Rule VI, Section.2, Application Form Information. Actual language from 124.25 has been <br /> incorporated into this rule. The Commission has home rule authority under the Charter to adopt the <br /> rules as they see fit. <br /> Chairman Barrett read Rule VI, Section 3g, Application Acceptance/Rejection. This is drawn from <br /> State Code and the Commission might want to amend it for easier reading. This broadly enables the <br /> Commission to require certifications. General discussion followed regarding language for Section <br /> 3g and decided as follows: "Applicants shall satisfy any requirements established by the <br /> Commission for certification or reference by those authorized to verify the applicant's character or <br /> qualifications." <br /> Rule VI, Section 3h, Application Acceptance/Rejection was reviewed. A general discussion <br /> followed regarding"either branch of Civil Service..." This may mean they are contemplating the <br /> classified or unclassified position in a previous employment and that history is following in this <br /> application, A general discussion followed and Commissioner Ubaldi suggested removing"either <br /> branch o£" <br /> Chairman Barrett read Rule VI, Section 4a, Examinations. Section 4 is a new section regarding <br /> applicants subject to an examination and the Commission agrees with the language in Section 4a. <br /> Section 4b, Examinations, was reviewed. This section tracks State Law and goes beyond all <br /> citizens and recognizes the ability of those that are somewhere in the process of becoming citizens. <br /> Chairman Barrett suggested the following clause: "For examinations administered.by.-the <br /> Commission,the Commission may determine certain limitations as to citizenship, age, experience, <br /> education, health, habit, and moral character." <br /> A discussion commenced regarding Section 4c, Examinations. This issue is problematic and the <br /> only relevance it would have is investigate the question of where service must be completed. There <br /> are Federal Funding issues. The Commission's rules currently give 3 extra credit points for <br /> Military and State Statutes indicates if the person presents a certificate of service or honorable <br /> discharge then they shall receive an additional credit of twenty per cent. This also makes reference <br /> to the Act of 1994 which is used for the purpose of a definition; the State adopted this is 2011. <br /> Chairman Barrett said we will need more research. <br /> Chairman Barrett read Section 4d, Examinations. The Commission concurred with the amended <br /> language regarding the contents of the examination. <br />
