CITY OF NORTH OLMSTED <br /> SPECIAL CIVIL SERVICE COMMISSION MEETING <br /> CITY COUNCIL CAUCUS ROOM <br /> MINUTES —MAY 23, 2013 <br /> 7:00 P.M. <br /> I. ROLL CALL: Chairman J. Barrett called the meeting to order at 7:03 p.m. <br /> PRESENT: J. Barrett and M. Hayes <br /> ALSO PRESENT: Human Resources Director C. Farver, Asst. Law Director B. O'Malley, <br /> Public Safety Director S. Thomas, Fire Chief T. Klecan, B. Evans, D. <br /> Doverspike, Fire Chief Candidate R. Ruiz, S. Barrett, and Civil Service <br /> Secretary D. Eccleston <br /> II. DISPOSITION OF MINUTES: <br /> III. COMMUNICATIONS: <br /> Chairman Barrett called the meeting to order; however, Commissioner Ubaldi had previously <br /> indicated that he was unavailable to attend the special meeting and Commissioner Hayes has been <br /> delayed and is in route. The Commission lacks a quorum; therefore, this meeting will be held in <br /> abeyance until Commissioner Hayes arrives. Meeting held in abeyance at 7:05 p.m. and will <br /> reconvene. <br /> Commissioner Hayes arrived and Chairman Barrett called the meeting to order at 8:12 p.m. <br /> IV. OLD BUSINESS: <br /> V. NEW BUSINESS: <br /> Promotional Fire Chief Results/Eligible List <br /> The Assistant Law Director recommends to the Commission to accept, review and publish the <br /> results. The rules were amended to enable the process to get started in the anticipation of the actual <br /> retirement of the Fire Chief and the organizational chart contemplates one (1) Fire Chief. The top <br /> candidate will be sent for a medical and psychiatric review and then the Commission can reconvene <br /> in the June or July meeting. <br /> The scores that have been submitted by Dr. Doverspike and Bill Evans was reviewed by the <br /> Commission. <br /> Chairman Barrett read the results to the Commission. Based upon the results, achieving rank#I <br /> with a total score of 76.15% is Edward Schepp; Rank#2 with a total score of 70.55% is Rudy Ruiz; <br /> Rank#3 with a total score of 68.45% is Thomas Spape; Rank #4 with a total score of 60.25% is <br /> Kenneth Hehnen; Rank#5 with a total score of 55.20% is Joe Fleming. <br />
