Promotional Fire Lieutenant Examination <br /> Director Thomas met with the Fire Union in the spring and discussed the promotional Fire <br /> Lieutenant vacant position; however, he wanted to follow up with the new Fire Chief and see which <br /> direction the fire department would be heading. After meeting with the new Fire Chief and <br /> reviewing the organizational chart, Director Thomas would like the Commission to start the process <br /> for a Promotional Fire Lieutenant's examination. He would like to have the vacant position filled <br /> by January 1, 2014 and request a test in December, 2013, <br /> Chairman Barrett inquired if there are going to be any constraints on the Commission. The <br /> Assistant Law Director indicated that the Commission already has constraints and the Poly-Tech <br /> agreement was for two (2) years or $25,000 and are already up against that ceiling. Additional <br /> funds will be needed and the Administration will have to approach Council prior to the Police <br /> Sergeant and Fire Lieutenant's examinations. Council is on recess until August. A general <br /> discussion followed regarding purchasing a stock test from IPMA, recruit retired Chiefs the Police <br /> for the oral assessment, and promotional rules. <br /> Promotional Fire Chief Eligihle List <br /> At the May 23"' special meeting, the Commission approved the results of the Promotional Fire <br /> Chief examination. The Assistant Law Director recommends to the Commission to certify the list <br /> effective August 30, 2013 which coincides with the current Fire Chief's last day. The new Fire <br /> Chief's first day is July 15, 2013 and will be employed as a consultant during this time period. <br /> Chairman Barrett moved, seconded by Commissioner Hayes, to certify the Promotional Fire <br /> Chief Eligible List effective August 30,2013. <br /> Motion passed unanimously. <br /> Adopt Proposed Changes to Rule VI <br /> Chairman Barrett stated changes to Rule VI were discussed in April and the Assistant Law Director <br /> was reviewing a couple of sections in that rule. A discussion commenced regarding extra credit for <br /> veterans preference that have been honorable discharged. State Law is written that way and the <br /> Commission had an issue with a candidate that is currently active military and did not receive extra <br /> credit. Extra credit issues belong in Rule V and the Assistant Law Director requested more time to <br /> review Rule V. State Law is indicating a 20%preference for veterans and if the Commission is <br /> determined to deviate from State Law it should be done in a very specific way. Per Rule V, the <br /> Commission does not acknowledge extra credit for people in the Reserves and the National Guard. <br /> The State does allow a 15% extra credit for the National Guard. A suggestion was made to Ieave <br /> the veterans issue out of Rule VI and renumber Section 4. <br /> Chairman Barrett moved, seconded by Commissioner Ubaldi, to accept the amended <br /> language to Rule VI, Section 2. <br /> Motion passed unanimously. <br /> Chairman Barrett moved, seconded by Commissioner Ubaldi, to accept the new language to <br /> Rule VI, Section 3g and Section 3h. <br /> Motion passed unanimously. <br />
