CITY OF NORTH OLMSTED <br /> CIVIL SERVICE COMMISSION MEETING <br /> CITY COUNCIL CAUCUS ROOM <br /> MINUTES -AUGUST 1% 2013 <br /> 7:00 P.M. <br /> I. ROLL CALL: Chairman J. Barrett called the meeting to order at 7:01 p.m. <br /> PRESENT: J, Barrett, M. Ubaldi and M. Hayes <br /> ALSO PRESENT: Human Resources Director C. Karver, Asst. Law Director B, O'Malley, <br /> Safety Director S. Thomas, Police Chief J. Gallagher, S, Barrett and Civil <br /> Service Secretary D. Eccleston <br /> II. DISPOSITION OF MINUTES: <br /> Chairman Barrett moved, seconded by Commissioner Ubaldi, that the minutes of the July 15, <br /> 2013 meeting be approved as received. <br /> Motioned passed unanimously. <br /> III. COMMUNICATIONS: <br /> There were 4 items of correspondence received and 6 items of correspondence sent out by the Civil <br /> Service Commission. <br /> IV. OLD BUSINESS: <br /> Promotional Police Sergeant Examination <br /> The Assistant Law Director opened up the discussion regarding the Police Sergeant examination. <br /> The Commission received a proposal from Bill Evans of Poly-Tech and said that the Commission <br /> needs clarification concerning their administrative services, add on cost, and compliment of chiefs <br /> for the oral assessment. The Safety Director and Assistant Law Director are working on a <br /> legislative proposal to City Council for a renewal with Poly-Tech and the appropriation of funds. <br /> The Police Sergeant examination is contingent upon Council's approval. <br /> A general discussion commenced regarding the compliment of the panel, appropriations of funds <br /> for the Police Sergeant and Fire Lieutenant Examinations and the Police Sergeant schedule. Other <br /> members of the panel could consist of a Commission member, Dr. Doverspike, a member of the <br /> business community, a retired Chief and Bili Evans could administer the oral assessment. The <br /> proposal indicated a fee of$6,500 for Poly-Tech; IPMA would be an add on cost between$500 and <br /> $1,000, The Commission reviewed the Police Sergeant's schedule. Legislation will be presented to <br /> City Council at the August 20`' meeting. It will move on to the Committee Meeting on August 27"' <br /> and then hopefully final approval on September 3`d, St. Clarence is available on November 2"d, <br /> November 23`d and November 30°i for the written examination. <br /> The Assistant Law Director contacted Bill Evans during the meeting to clarify testing dates, cost for <br /> the retired Chiefs, and setting up with IPMA for the written test.
