for three (3) Chiefs would be approximately $600 and that two (2) Chiefs expenses are built in to <br /> the proposal as well as the service of Dr. Doverspike and himself. The City will have to contract <br /> with IPMA directly because they are the receiving City. <br /> Commissioner Ubaldi inquired about the conversation between the Police Chief and Bill Evans. <br /> The Police Chief indicated their discussion was concerning the number of chiefs on the panel, <br /> reviewed a list of qualifications and ranked them, the importance of having Dr. Doverspike and Bill <br /> Evans involvement. <br /> A general discussion followed regarding having two (2) Chiefs as opposed to three (3) Chiefs which <br /> would be a modest savings, Bill Taylor of Corporate Investigative Services to be on the panel, the <br /> compliment of the panel utilized for the Fire Chief's position, the promotional process, and a local <br /> person serving on the panel. <br /> The Human Resources Director will contact Bill Taylor and let the Chairman know his availability. <br /> The Commission decided the panel will consist of two (2) Chiefs, Dr. Doverspike, Bill Evans <br /> administering and if Bill Taylor is not available then the compliment will remain at a three(3) <br /> member panel. This will remain contingent up Council's approval for the appropriations and the <br /> renewal of the contract with Poly-Tech. <br /> Chairman Barrett moved, seconded by Commissioner Ubaldi, that the assessment panel <br /> consists of two (2) retired Chiefs selected by Poly-Tech, Dr. Doverspike,Bill Taylor and Bill <br /> Evans will be moderating the process. Furthermore, if Bill Taylor cannot participate, the <br /> panel will then consist of the aforementioned remaining members. <br /> Motion passed unanimously. <br /> Chairman Barrett moved, seconded by Commissioner Ubaldi, to accept the Police Sergeant <br /> schedule: 9/9/13 Letters of Intent distributed; 9/12/13 Written Posting distributed; 9/25/13 <br /> deadline for Letters of Intent; 11/2/13 Written Test; 11/16/13 Oral Assessment. This is <br /> conditional based upon Council's approval to provide funds to Poly-Tech for the <br /> administration of the Police Sergeant Examination. <br /> Motion passed unanimously. <br /> Commissioner Ubaldi moved, seconded by Chairman Barrett, to authorize the Chairman to <br /> select other dates if Poly-Tech is not available on November 2"d and November 16"'. <br /> Motion passed unanimously. <br /> The details of the Promotional Police Sergeant Examination were discussed last month. <br /> Commissioner Ubaldi indicated that a decision will have to be made regarding Poly-Tech's <br /> proposal which included IPMA I A stock test or 1 B semi customized test for the written <br /> examination. The passing score will be 70% and the top six(6) candidates will move on to the oral <br /> assessment. Last testing cycle included the time the written test was completed in case there was a <br /> tie. <br /> Chairman Barrett moved, seconded by Commissioner Ubaldi, that the passing grade for the <br /> Police Sergeant written examination will be 70%. The top six (6) candidates from the written <br /> examination will proceed to the oral assessment. In the event of any final tie scores, Rule IV, <br /> Section 3 shall apply. <br /> Motion passed unanimously. <br />
