The rules and laws contemplate immediate attention to the certification. The State Statute <br /> had a 60 day window from the time of the vacancy until the promotional exam and was eliminated <br /> from the local rules. The Charter contemplates the top candidate will be appointed and occur within <br /> 30 days after the certification. <br /> Chairman Barrett moved, seconded by Commissioner Hayes, accept the results of the Police <br /> Sergeant's Promotional Examination to establish an eligible list for sergeant. <br /> Motion passed unanimously. <br /> Chairman Barrett moved, seconded by Commissioner Ubaldi, to table the eligible list until the <br /> next regular meeting of December 16, 2013. <br /> Motion passed unanimously. <br /> Correspondence Regarding Promotional Police Sergeant's Examination <br /> The Commission received correspondence regarding a protest from Police Detective Chuck Fioritto. <br /> The protest references the Promotional Police Sergeant Examination. A general discussion <br /> commenced concerning scheduling a hearing, <br /> Chairman Barrett moved, seconded by Commissioner Hayes, to schedule Detective Fioritto's <br /> protest for hearing at the next regular Civil Service meeting of December 16"'. A hearing <br /> notice will be distributed to Detective Fioritto, the appointing authority and all candidates <br /> who participated in the Promotional Police Sergeant Examination. <br /> Motion passed unanimously. <br /> Commissioner Ubaldi indicated that he would like to hear more discussion. Legal Counsel <br /> O'Malley recommends that it would be premature. A general discussion commenced regarding <br /> listening to more public comment and if the Commission does not circle back to this discussion <br /> Commission Ubaldi disagrees. <br /> Correspondence Regarding Promotional Fire Lieutenant's Examination <br /> The Commission received two (2) letters from Firefighter Carl Schanz regarding the Promotional <br /> Fire Lieutenant Examination. The first letter was in regards to the testing dates and the second <br /> letter was concerning the resource list. <br /> Firefighter Schanz stated his concern is that the resource list involves eight (8) textbooks and <br /> approximately six thousand five hundred (6,500) pages of material. The Police Sergeant's resource <br /> textbooks had approximately three thousand (3,000) pages. <br /> A general discussion followed regarding SOP (Standard Operator Procedures), EOP (Emergency <br /> Operating Materials), reference text books, solutions, etc. The SOP and EOP are roughly two <br /> hundred (200)pages and is common knowledge amongst the firefighters. The other text books are <br /> very specific to the authors. Many candidates have already vested in the text books and spent <br /> approximately $750 for these books. Fire Chief Ed Schepp indicated that this test was designed as a <br /> promotional process to enhance the candidates' knowledge and their basic foundation for becoming <br />
