CITY OF NORTH OLMSTED <br />CIVIL SERVICE COMMISSION MEETING <br />CITY COUNCIL CAUCUS ROOM <br />MINUTES - FEBRUARY 24, 2014 <br />7:00 P.M. <br />I. ROLL CALL: Chairman J. Barrett called the meeting to order at 7:04 p.m. <br />PRESENT: J. Barrett, M. Hayes and K. Rahm <br />ALSO PRESENT: Asst. Law Director B. O'Malley, S. Barrett, and Civil Service Secretary D. <br />Eccleston <br />II. DISPOSITION OF MINUTES: <br />The Civil Service minutes dated January 27, 2014 have been submitted for approval <br />Chairman Barrett moved, seconded by Commissioner Rahm, to approve the January 27, 2014 <br />minutes as submitted. <br />Motion passed unanimously. <br />III. COMMUNICATIONS: <br />There were 3 items of correspondence received and 4 items of correspondence sent out by the Civil <br />Service Commission. <br />At the end of the meeting Mr. O'Malley advised that he cannot report to the Commission that the <br />decision regarding the removal of Brian Bielozer's name from the Police Sergeant Eligible List has <br />been taken up on appeal; we have not received any notice of appeal but we are waiting. The appeal <br />would go to the Common Pleas Court which serves a role of an appellant division. The scope is <br />very narrow and is confined to the transcript; this is not supposed to be a whole new hearing. <br />IV. OLD BUSINESS: <br />Rule II, Entry -Level Applicant Qualifications <br />At the prior meeting, Stark State College was suggested by Fire Chief Schepp for agility testing. <br />The only difference between Tri -C and Stark State is the height of the tower. Tri -C is three (3) <br />stories high and Stark State is five (5) stories high. With Tri -C, you have to complete the exercise <br />twice. Also, Tri -C has a notary on board which means once the applicant passes the agility test they <br />receive their certificate the same day. Stark State does not have a notary and would take about a <br />week to process the certifications; however, they can work with the Commission if we so desire. <br />The benefit for utilizing Stark State College is to give the applicant another opportunity to submit a <br />valid agility certification with their Entry -Level Firefighter/Paramedic application. <br />Mr. O'Malley indicated he had some observations on the draft of Rule 11. In Section 8a, the <br />objective to insert the language "at the time of application" is consistent with prior discussions to <br />require the agility test to be actually performed before the applicant sits for the exam and the <br />deletion of the 90 day agility submission would relate to prior discussions as well.
