CITY OF NORTH OLMSTED <br />CIVIL SERVICE COMMISSION MEETING <br />CITY COUNCIL CAUCUS ROOM <br />MINUTES - APRIL 21, 2014 <br />7:00 P.M. <br />I. ROLL CALL: Chairman J. Barrett called the meeting to order at 7:06 p.m. <br />PRESENT: J. Barrett, M. Hayes and K. Rahm <br />ALSO PRESENT: Human Resources Director C. Farver, Asst. Law Director B. O'Malley, S. <br />Barrett, and Civil Service Secretary D. Eccleston <br />II. DISPOSITION OF MINUTES: <br />III. COMMUNICATIONS: <br />There were 61 items of correspondence received and 44 items of correspondence sent out by the <br />Civil Service Commission. <br />(There is no recorded meeting due to the a malfunction of the scan disk) <br />IV. OLD BUSINESS: <br />V. NEW BUSINESS: <br />Building/Electrical Safety Inspector Position <br />The Human Resources Director C. Farver indicated that the Commission received a memo from <br />Kim Wenger, Planning and Development Director, regarding a retirement in the Building <br />Department. Paul Grayshaw, Electrical Inspector, will be retiring the end of May, 2014. This <br />position requires a Building Inspector Certification and Electrical Safety Inspector Certification <br />from the Ohio Board of Building Standards. This position is a classified position and is requesting <br />from the Commission to forego the testing and make an Exceptional hire, <br />General discussion commenced regarding the Plumbing Inspector which is a classified position, <br />non-competitive due to the nature of the job. Chairman Barrett read Rule IX, Section I b, <br />exceptional appointment. He stated in the past the Commission was going to test for Licensed <br />Operator I at the W WTP; however, they only received 4 applications and you have to have 7 names <br />on an eligible list. Chairman Barrett recommends that the Electrical Inspector be classified, non- <br />competitive. The State of Ohio does the testing for this position. Commissioner Hayes inquired <br />why are some of the positions in the Building Department Classified and Unclassified and Mr. <br />O'Malley said the Charter spells it out which positions are classified and unclassified. The <br />Commission just needs to handle the position that is before you. <br />Chairman Barrett moved, seconded by Commissioner Rahm, that the Electrical Inspector in <br />the Building Department is deemed classified, non-competitive. <br />
