V. <br />VI. <br />NEW BUSINESS: <br />Consideration of Rule Amendments Regarding Open/Competitive for Police Chief,• <br />Qualifications for Promotional Examinations, and Entry -Level Applications <br />Legal Counsel B. O'Malley drafted a proposed rule amendment for Rule Il, Entry -Level <br />Qualifications; Criminal History. A general discussion commenced regarding soliciting consent <br />forms on the front end of the process. Currently, the Human Resources process for non -classified <br />positions is once a conditional offer of employment is made, it is conditioned upon their drug <br />testing and back ground check results. <br />Chairman Barrett moved, seconded by Commissioner Rahm, to adopt the proposed Rule 1�, <br />Entry -Level Applicant Qualifications, as submitted. <br />Motion passed unanimously. <br />Rule III, Promotional Candidate Eligibility, rule amendment was discussed. The question is what <br />constitutes "good standing." Up to now, the Commission has never really focused on a service <br />record. The candidates seniority comes in to play as well as their efficiency come in for extra <br />credit. An application form can be utilized along with the letter of intent as a pre -requisite for <br />promotional testing. The Commission would have to review each of those candidates and make a <br />determination on each individual to see if they are eligible. <br />A suggestion was made to table this issue and legal counsel, B. O'Malley will draft the language. <br />Rule III, Promotional Candidate: allow Open Competitive examination for Police Chief. The draft <br />rule was discussed and followed the model of Open Competitive Fire Chief language. A suggestion <br />was made to table this issue until the next meeting. <br />Human Resources Director C. Farver indicated that there will be a vacancy in the Building <br />Department shortly and the Planning and Development Director K Wenger would like to create a <br />new position called the Zoning/Property Maintenance Inspector. The State of Ohio does the testing <br />and under the job description minimum training and experience the job requires a certification as a <br />residential building inspector or residential building official, Dave Peitz is currently the Zoning <br />Inspector and Property Maintenance and is retiring at the end of this month. The Administration <br />would like the Commission to consider this position classified/non-competitive. <br />Chairman Barrett moved, seconded by Commissioner Rahm, to accept the ,job description of <br />the Zoning/Property Maintenance Inspector and deeming it classified/non-competitive. <br />Motion passed unanimously. <br />ADJOURNMENT: <br />Chairman Barrett moved, seconded by Commissioner Hayes, that the meeting be adjourned. <br />Motioned passed u^animously.
