CITY OF NORTH OLMSTED <br />CIVIL SERVICE COMMISSION MEETING <br />CITY COUNCIL CAUCUS ROOM <br />MINUTES - JULY 219 2014 <br />7:00 P.M. <br />I. ROLL CALL: Chairman J. Barrett called the meeting to order at 7:02 p.m. <br />PRESENT: J. Barrett and M. Hayes <br />ALSO PRESENT: Human Resources Director C. Farver, Asst. Law Director B. O'Malley, S. <br />Barrett, and Civil Service Secretary D. Eccleston <br />H. DISPOSITION OF MINUTES: <br />III. COMMUNICATIONS: <br />There were 37 items of correspondence received and 199 items of correspondence sent out by the <br />Civil Service Commission, <br />IV. OLD BUSINESS: <br />Consideration of Rule Amendments Regarding Open/Competitive for Police Chief, and <br />Qualiflications for Promotional Examinations <br />Legal counsel B. O'Malley reviewed the amended language of Rule 11I. General discussion <br />commenced regarding rule language, deviating from State Law, letters of intent, good standing, and <br />process for promotional and entry-level. Legal counsel B. O'Malley will draft language for Entry - <br />Level and Promotional. <br />Chairman Barrett moved, seconded by Commissioner Hayes, to adopt Rule III, Sections 1 and <br />3, amend Section 3a from Patrolman to Patrol Officer, amend Section 3b from appointing <br />officer to appointing authority and adopt the rest as submitted. <br />Motion passed unanimously. <br />Chairman Barrett moved, seconded by Commissioner Hayes, to amend Rule III, Promotions, <br />Section 1 Subsections a, b, c, e, and under b amend to say "excluding oral or written <br />reprimand for one (1) year prior to notice of promotional examination" and adopt the rest as <br />submitted. <br />Motion passed unanimously. <br />V. NEW BUSINESS: <br />Hearings Regarding Removal of Names on the Patrol Officer Eligible List <br />Chairman Barrett moved, seconded by Commissioner Hayes, to remove Benjamin Miller and <br />Shane Spencer from the Patrol Officer Eligible List pursuant to Rule VII, Section 9; the <br />candidates were passed over three (3) times by the appointing authority and are not present. <br />Motion passed unanimously. <br />
