ranked #4 is Thomas Creamer with a score of 83.63%; ranked #3 is Jessie Voelker with a score of <br />85.10%; ranked #2 is Linda McGlathery with a score of 86.71%; and ranked #1 is Nicole Rambo <br />with a score of 93.20%. <br />Letters will be sent out this week notifying the candidates of their scores. <br />Chairman Barrett moved, seconded by Commissioner Rahm, to accept the results from the <br />Entry -Level Secretary II Examination. <br />Motion passed unanimously. <br />Chairman Barrett moved, seconded by Commissioner Rahm, to certify the Entry -Level <br />Secretary II Eligible List. <br />Motion passed unanimously. <br />WWTP Collection System Foreman Position <br />The Commission received a memo from Safety Director Donald Glauner regarding the Collections <br />System Foreman position at the Waste Water Treatment Plant. The Safety Director is requesting <br />that the Collections System Foreman's position be non-competitive due to the fact that this position <br />is required to be Iicensed by the Ohio Environmental Protection Agency. <br />The current Collections System Foreman, Joe Auner, indicated that Bob Binggeli, the Assistant <br />Superintendent Collections, is retiring. The Collections System Foreman position is certified by the <br />Ohio EPA and that the testing from the Ohio EPA is extensive and the "pass" ratio is about 50%. <br />This position deals with residents on a daily basis and the Waste Water Treatment Plant needs a <br />person who understands the system and the resident's needs. <br />The Assistant Superintendent of Plant, CarrieAnne Rosemark, stated that their EPA permit indicates <br />that the Superintendent be licensed at the level that the Waste Water Treatment is licensed, which <br />currently is a 3 but their temporary permit and upcoming permit will probably increase that to a 4. <br />They always have to have a license employee at the plant at all times. The appointing authority is <br />asking the Commission to make this an "Exceptional" appointment and non-competitive. There are <br />currently eight (8) employees that have their Class I license. General discussion commenced <br />regarding who would be interested in applying; steps to take the EPA test; Collective Bargaining <br />Agreement; internal versus external candidates; and find the best fit. <br />Commissioner Rahm moved, seconded by Chairman Barrett, to take the Collection System <br />Foreman's position a non-competitive position by deeming it "Exceptional" due to the fact of <br />the EPA licensure that is required. <br />Motion passed unanimously. <br />WWTP License Operator Positions <br />Previously there was an opening for a Licensed Operator and no internal candidates applied for the <br />position. A civil service test was scheduled; however, the Commission had only received four (4) <br />applications and you need seven (7) candidates to certify an eligible list. The Commission changed <br />the classification as classified/non-competitive. Licensed Operator II and III still remain <br />competitive. A general discussion commenced regarding internal promotions through the Union <br />contract; Civil Service has no jurisdiction under the AFSCME contract; Chemist position. <br />
