CITY OF NORTH OLMSTED <br />CIVIL SERVICE COMMISSION MEETING <br />CITY COUNCIL CAUCUS ROOM <br />MINUTES — SEPTEMBER 15, 2014 <br />7:00 P.M. <br />L ROLL CALL: Chairman J. Barrett called the meeting to order at 6:59 p.m. <br />PRESENT: J. Barrett, M. Hayes and K. Rahm <br />ALSO PRESENT: Human Resources Director C. Farver, Asst. Law Director B. O'Malley, <br />Safety Director D. Glauner, Fire Lieutenant B. Shlapack, Fire Lieutenant J. <br />Dunwoodie, Firefighter B. Gallagher, S. Barrett, and Civil Service Secretary <br />D. Eccleston <br />II. DISPOSITION OF MINUTES: <br />III. COMMUNICATIONS: <br />There were 4 items of correspondence received and no items of correspondence sent out by the Civil Service <br />Commission. <br />IV. OLD BUSINESS: <br />V. NEW BUSINESS: <br />Fire Department Promotion <br />The Commission received a memo from Safety Director D. Glauner regarding the promotion of Firelighter <br />David Boatman to the rank of Fire Lieutenant on September 16, 2014. Congratulations. <br />Promotional Fire Captain Examination <br />The Commission received a memo from Safety Director D. Glauner requesting a promotional examination <br />for the position of Fire Captain and to waive the time in grade for the Fire Lieutenants who were recently <br />promoted. <br />Safety Director D, Glauner stated at this time there are three positions for Fine Captain and two of those <br />positions are filled; however, they will be retiring the beginning of 2015. He would like to fill all three <br />positions within the next four to five months. There are three available candidates, although one candidate is <br />in the drop program and may be retiring; therefore by allowing the new Lieutenants to take the examination <br />there would be more competition. <br />A general discussion commenced regarding hypothetical situations, succession plan, pool of candidates, drop <br />program, and probationary period. There was a short recess and the Safety Director withdrew his request for <br />a Promotional Fire Captain's test. <br />The Human Resources Director C. Farver is requesting the Commission to amend Rule III, Section 7e, in <br />order to conform to the evaluation method currently used by the Fire Division. General discussion <br />commenced regarding current evaluation forms. <br />
