BUILDING & ZONING BOARD OF APPEALS <br />CITY OF NORTH OLMSTED <br />MINUTES FOR SPECIAL MEETING OF MARCH 13, 2019 <br />ROLL CALL <br />Chairman Raig called the meeting to order at 7:04 pm in Council Chambers and led the Pledge <br />of Allegiance. <br />Present: Mike Raig, Dan Rahm, Ralph Mackey <br />Absent: Bob Papotto, Eric Allain <br />Staff: Planning Director Kim Lieber, Assistant Law Director Bryan O'Malley, Administrative <br />Assistant Nicole Rambo -Ackerman <br />REVIEW AND CORRECTION OF MINUTES <br />Mr. Mackey moved, seconded by Mr. Rahm, to approve the Building and Zoning Board of <br />Appeals minutes of February 4, 2019, motion passed 3-0. <br />COMMERCIAL APPEALS AND REQUESTS <br />19-13004; Arby's; 26330 Lorain Road <br />Representatives: Brian Fabo, Fabo Architecture, 1736 Columbus Road, Cleveland, OH <br />Proposal consists of a new drive through restaurant. Property is zoned B-3 General Business. <br />The following variances are requested: <br />1. A variance for impervious surface of a lot; code allows 65% maximum impervious surface, <br />applicant shows 83% impervious surface; Section 1139.04.B. <br />2. A 39.71 ft. variance for front building setback; code requires 75 ft., applicant shows 35.29 ft.; <br />Section 1139.07. <br />3. A 15.5 ft. variance for street lawn depth; code requires a minimum depth of 20 ft., applicant <br />shows 4.5 ft.; Section 1139.05.B.1.c.* <br />4. A 9 ft. variance for buffer zone depth along the west property line; code requires 10 ft., <br />applicant shows depth of 1 ft.; Table 1139.06-2. <br />5. A 9 ft. variance for buffer zone depth along the east property line; code requires 10 ft., <br />applicant shows depth of 1 ft.; Table 1139.06-2.* <br />6. A 23.5 ft. variance for buffer zone depth along the north property line; code requires 30 ft., <br />applicant shows depth of 6.5 ft.; Table 1139.06-2. <br />7. A variance for insufficient landscaping density in north buffer zone; code requires 1 canopy <br />tree, 3 ornamental trees, 5 evergreen trees and 10 shrubs per 100 linear feet of property line; <br />applicant shows less, Table 1139.06-2. Note: Property line is 213 feet. <br />8. A variance for 4 parking spaces; code requires 30 parking spaces, 26 are proposed; Table <br />1161.03-1. <br />9. A variance for 2 additional ground signs; code allows 1 ground sign per lot, applicant shows <br />3 ground signs; Section 1163.27.A. <br />10. A 6 sq. ft. variance for ground sign area; code permits 50 sq. ft. in sign area for signs 12 feet <br />in height, applicant shows 56 sq. ft.; Section 1163.27.C. <br />
