Mr. Yund <br />was concerned about the visibility of his sign if additional landscaping is installed but Mr. <br />Malone said there are options available. Mr. Schumann asked if the vacuum heads will be <br />removed, Mr. Yund said they will be removed every night to prevent them from being stolen. <br />Mr. Matejka said a timer will be used so the vacuums will shut off automatically. Ms. Lieber <br />asked if the timer could be set for different amounts to limit the amount of time the vacuums <br />would be operating above the permitted decibel level. Ms. Nader asked if the noise from the <br />vacuums is cumulative, Mr. Matejka said the sound levels are not necessarily doubled due to the <br />spacing. Mr. Anderson thought more vacuums would not impact overall decibel levels by much <br />but was concerned about the noise bouncing off the buildings since the calculations provided are <br />taken in an open field. Mr. Rerko said Lorain Road traffic would be about 70 decibels for <br />comparison. Mr. Rerko asked if the public goes into the northern portion of the property, Mr. <br />Yund said they do not since it is used for parking and storage. Mr. O'Malley pointed out that the <br />Commission's approval of a development plan would not give the applicant the ability to violate <br />the noise ordinance. He added that the noise levels would exceed the permitted decibels only <br />when the vacuum is on the hook. Mr. Yund said he can use open-air claws instead of holsters to <br />decrease the noise level. Mr. Malone asked if irrigation was still in place, Mr. Yund said it was <br />not and Ms. Lieber pointed out that it is required for new construction but the Commission has <br />used discretion for smaller improvement projects. Discussion regarding the applicant's <br />responsibility to ensure the vacuum levels are compliant. Ms. Nader pointed out that the black <br />paint color should be corrected on all of the plans so there are no discrepancies. <br />Mr. Malone moved, seconded by Ms. Nader, to recommend approval of the conditional use <br />permit for the expanded use of vacuums for 18-12763; Andy's Auto Wash; 28800 Lorain <br />Road with the condition that the vacuums are turned off no later than 9:00 p.m., motion <br />passed 7-0. <br />Ms. Nader moved, seconded by Mr. Rerko, to recommend approval of the development <br />plan for 18-12763; Andy's Auto Wash; 28800 Lorain Road with the following conditions: <br />1. A revised and more robust landscape plan be administratively approved showing the <br />changes along Lorain Road. <br />2. Color selections for veneer and capstone be modified and administratively approved. <br />Motion passed 7-0. <br />COMMUNICATIONS <br />Sign Code Update <br />Ms. Lieber said the Sign Code Update RFP has been posted and the proposals are due on March <br />121h. All commissioners who are willing to participate are welcome to be on the advisory <br />committee. The goal is to kick off the project in April and have the code update ready by the end <br />of the year. Ms. Lieber will let the members know how many meetings there will be once a <br />consultant is selected. <br />2018 Master Plan Report <br />Ms. Lieber said the draft report will be ready for next meeting.
