BUILDING & ZONING BOARD OF APPEALS <br />CITY OF NORTH OLMSTED <br />MINUTES OF JUNE 3, 2019 <br />ROLL CALL <br />Chairman Raig called the meeting to order at 7:00 pm in Council Chambers and led the Pledge <br />of Allegiance. <br />Present: Mike Raig, Bob Papotto, Ralph Mackey, Dan Rahm <br />Absent: Eric Allain <br />Staff. Law Director Michael Gareau, Jr., Planning and Development Director Kim Lieber, <br />Assistant Building Commissioner Dan Russell, Planner James Aspery, Administrative Assistant <br />Nicole Rambo -Ackerman <br />REVIEW AND CORRECTION OF MINUTES <br />Mr. Mackey moved, seconded by Mr. Papotto, to approve the Building and Zoning Board <br />of Appeals minutes of May 6, 2019, motion passed 4-0. <br />RESIDENTIAL APPEALS AND REQUESTS <br />19-13742; Dan Hadam; 4830 Bailey Road <br />Representative: Dan Hadam <br />Proposal consists of an appeal of a gravel driveway extension. Property is zoned C -One Family <br />Residence. <br />The following variance is requested: <br />1. A variance for a gravel driveway; code requires concrete or asphalt, applicant has an existing <br />gravel driveway extension, Section 1135.02(B)(2). <br />Note: The applicant received a Notice of Code Violation for an unapproved driveway material. <br />The city's gravel drive policy allows for maintenance of existing gravel in place since at least <br />1993. The gravel extension was installed in 1998. <br />Mr. Aspery stated that the applicant is seeking a variance to retain their existing gravel driveway <br />extension to the north of their paved driveway. Code requires approved materials such as <br />concrete or asphalt, whereas the applicant is currently using gravel to extend their driveway. <br />Note that the city's gravel drive policy allows for maintenance of existing gravel installed prior <br />to 1993. The gravel extension was installed in 1998, therefore requiring a variance to retain this <br />unapproved driveway material. <br />Mr. Hadam has lived in the home for 21 years and has added gravel over the years. He believed <br />someone said the gravel extension was "grandfathered" since it was there for so long. Mr. <br />Hadam explained that about three or four years ago, there was a sink hole at the end of the <br />driveway and the city came out and said there was a crack in the sewer pipe. Mr. Hadam did not <br />think the gravel driveway was hurting anything since he is towards the end of a dead end street. <br />He has taken care of the front steps which were also cited in the violation notice. <br />
