4. A 6 in. variance for wall sign height; code permits 4 ft., applicant shows 4 ft. 6 in., Section <br />1163.28(C). <br />Mr. Aspery stated that the applicant is proposing a new sign package for Horizon Education <br />Center. The proposal consists of one ground sign and two wall signs; no signage is currently on <br />the building or site. The ground sign is proposed in a landscaped area along Lorain Road and is <br />located within the required 35 foot sight triangle clear area to the west of the driveway, requiring <br />a variance. Both wall signs are proposed on the south building elevation. Wall Sign #1 requires a <br />variance for extension to the top of the building; code requires a minimum distance of 12 inches <br />from the top of the building, whereas the applicant shows a separation of 5 inches. Wall Sign #2 <br />requires a 6 inch variance to exceed the maximum allowable height of a wall sign; code allows a <br />maximum height of 4 feet whereas 4 feet 6 inches is shown. A variance is also required for the <br />combined total sign area on the building. <br />Mr. Kunzen said there is limited landscape area to have the monument sign installed. The sign <br />should not affect visibility of someone approaching Lorain Road since it will be clear looking <br />east and there is a large area of visibility to the west. The sign band at the top of the building is <br />34 to 36 inches wide from the edge of the roof. The letters would be mounted on a raceway and <br />mounted on the sign band. If the letters are installed within the code requirements, they would be <br />14 inches tall and would not be very visible since the building sits back on the property. The <br />non -illuminated sign would have PVC letters flush -mounted to the building and Mr. Kunzen did <br />not think it would be as aesthetically appealing if it was within code. Ms. Collins said a sign was <br />previously in the proposed location and the footer is still there. Horizon is also willing to remove <br />landscaping if needed. The sign along the top of the building is requested to draw attention to the <br />building. Mr. Aspery said the Planning Department has no objections to the wall sign since it is <br />proportionate to the building. Any landscaping changes would need separate approval from the <br />Planning Department. He asked that the monument sign be located as far away from the right-of- <br />way as possible. <br />Mr. Papotto asked if the monument sign could be moved to the west to be outside the sight <br />triangle, Mr. Kunzen said a gas meter is nearby. Mr. Aspery added that the side yard setback <br />could be affected if the sign is moved west. Mr. Raig said the visibility for drivers needs to be <br />carefully taken into account by drivers since a bush is in a similar location as the proposed sign. <br />He would be more comfortable granting a side yard variance than the sight triangle variance. Mr. <br />Mackey asked if other remedies would need to be installed to encourage safer driving. Mr. <br />Papotto pointed out that drivers in the neighboring driveway may be an additional safety <br />concern. Mr. Kunzen said they can move the monument sign as far back as possible without <br />encroaching on the 20 feet. Mr. Papotto had no concerns with the building signage. <br />Mr. Allain moved, seconded by Mr. Papotto, to approve the following variances for 19- <br />14584; Horizon Education Centers; 25300 Lorain Road: <br />1. A variance permitting a ground sign in the required 35 ft. sight triangle area; code <br />prohibits signs from being installed in the 35 ft. sight triangle area, Section 1163.17(A). <br />2. A 10.49 sq. ft. variance for total sign area on a building; code permits 110.20 sq. ft., <br />applicant shows 120.69 sq. ft., Section 1163.25(B). <br />
