Ms. Lieber stated the applicant is proposing a five foot high picket fence in the rear yard of their <br />corner lot along Hawkins Avenue. Code allows fences not to exceed 30 inches high and 50% <br />opacity to be located within 20 feet of the right-of-way. The fence is shown 5 feet off the right- <br />of-way. The fence is about 25% open, which does not meet the required 50% open. Mr. <br />Monaghan stated they just moved to North Olmsted and have a puppy and plan on having <br />children. They want to install the fence around the existing tree. Mr. Allain asked why the fence <br />needs to be five feet tall, Ms. Monaghan said the dog can jump three feet. Ms. Monaghan said <br />they would like to include the tree in the fenced in area to prevent the limbs and leaves from <br />going onto the neighbors' properties. Mr. Raig confirmed that if the fence was set back 20 feet, <br />neither variance would be required. Mr. Papotto asked why the fence is proposed four feet from <br />the other neighbors, Ms. Monaghan said the neighbors have bushes they want to allow them to <br />maintain. Ms. Monaghan pointed out that there is also an easement with power lines in the rear <br />of the property they are working around. <br />Mr. Allain moved, seconded by Mr. Papotto, to approve the following variances for 19- <br />14912; Conor & Vikki Monaghan; 24095 Vincent Drive: <br />1. A 30 in. variance for fence height; code allows fences up to 30 in. high when <br />constructed on a corner lot in the side yard, applicant shows 60 in.; Section <br />1135.02(D)(3). <br />2. A 25% variance for fence opacity; code requires fences to be 50% open when <br />constructed on a corner lot in the side yard; applicant shows 25%; Section <br />1135.02(D)(3). <br />Motion passed 4-0. <br />19-14913; Nathaniel & Rebecca Strader; 6100 Burns Road <br />Representatives: Nathaniel & Rebecca Strader, owners <br />Proposal consists of a parking pad. Property is zoned B -One Family Residence. <br />The following variances are requested: <br />1. A variance for a parking pad in a front yard; code only allows parking pads in the side or rear <br />yard of a residential lot unless the lot has access to an arterial street, applicant shows a <br />parking pad in the front yard; Section 1135.02(B)(3)(a). <br />2. A 2 ft. variance for length of a parking pad; code allows a maximum length of 18 ft. <br />measured from the existing driveway edge, applicant shows length of 20 ft.; Section <br />1135.02(B)(3)(b). <br />Ms. Lieber stated that unless a property has access on an arterial street, parking pads are only <br />permitted in side and rear yards. The applicant shows a parking pad in the front yard which <br />exceeds code requirements for length by two feet. Mr. Strader said the parking pad is for safety <br />reasons because Southern Avenue intersects with Burns Road and the bike path is nearby. They <br />have two young children and there is a lot of bike and pedestrian traffic, so being able to turn <br />around would increase safety. Mr. Raig asked about using the existing concrete area in the <br />backyard as a turn around, Mr. Strader said he has a large SUV that would be difficult to <br />maneuver in the tight space. Mr. Allain thought the traffic justifies their reasoning due to the <br />school proximity, Mr. Raig agreed that it is a safety concern. <br />
