LANDMARKS COMMISSION <br />CITY OF NORTH OLMSTED <br />MINUTES FOR MEETING OF AUGUST 13, 2019 <br />ROLL CALL <br />Mr. Neville called the meeting to order at 7:00 pm in Council Chambers. <br />Present: David Neville, Elizabeth Cardarelli, Tom Dubowski, Sarah Egan -Reeves, Jim Morse, <br />Kevin Kearney <br />Absent: Paul Schumann, Gretchen Schuler <br />Staff: Planning and Development Director Kim Lieber, Planner James Aspery <br />Mr. Kearney moved, seconded by Mr. Dubowski, to excuse the absences of Ms. Schuler and <br />Mr. Schumann, motion passed 6-0. <br />REVIEW AND APPROVAL OF MINUTES <br />Mr. Dubowski moved, seconded by Mr. Kearney, to approve the minutes of the June 10, <br />2019 meeting, motion passed 6-0. <br />COMMUNICATIONS <br />Historic District Man <br />Ms. Lieber stated that the impacted property owners were invited to a public meeting to discuss <br />the proposed changes to the Historic District. No one from the public attended the hearing <br />showing there was no opposition to the changes. After approval by the Commission, the <br />Boundary Modification Report and revised map will be sent to City Council for final approval. <br />Ms. Cardarelli moved, seconded by Ms. Egan -Reeves, to recommend approval of the <br />Butternut Ridge Historic District Boundary Modification Report, motion passed 6-0. <br />Historic District Design Guidelines <br />At the last committee meeting, the outline of the design guidelines was reviewed. The <br />consultants took photos of the homes in the district to determine the types of architecture that are <br />present in order to tailor the guidelines to what is needed. The guidelines will include the <br />Certificate of Appropriateness process, but will focus on helping homeowners maintain and <br />enhance their homes in a way that is consistent with the architecture of the home. The next <br />committee meeting will be August 19tH <br />Another point discussed with the consultant was the fact that some of the properties in the <br />Historic District do not have OHI forms. The consultant explained that the forms are good survey <br />tools but do not inherently indicate historic distinction. The Seltzer House does not have an OHI <br />form, but the consultant thought it was a candidate for National Register status. Mr. Morse <br />confirmed he would be interested in seeking National Register status. She suggested making this <br />a 2020 project. Mr. Morse thought an OHI form will be needed in order to have a state identifier <br />assigned to the property, Ms. Lieber will confirm with the consultant. <br />
