The brick color of the building will be A2, Alaska White, on the sample <br />board which would be used on the trash enclosure with the darker color, Rockwood Brown, <br />along the bottom. Mr. Anderson agreed with the amended trash enclosure proposal. <br />Ms. Nader moved, seconded by Mr. Schumann, to recommend approval for 19-13004; <br />Arby's; 26330 Lorain Road with the following conditions: <br />1. Perform inspection and provide video of stormwater retention system and ensure <br />proper function <br />2. Permeable pavers shall be used in lieu of concrete or asphalt and comply with ICPI <br />specifications <br />3. Item 7 on page C4 should read "ANSI Z60.1-2014" <br />4. Items 8 and 9 on page C4 should read "ODOT item 661" <br />5. Item 11 on page C4 should reference North Olmsted <br />6. Item 12 on page C4 should read "ODOT item 663" <br />7. An ODOT certified lawn mix should be used, "ODOT item 659" <br />8. Ensure HVAC units are shielded by the parapet <br />9. Masonry walls of the trash enclosure are to be an Alaska White brick veneer <br />10. Composite gates on trash enclosure are acceptable <br />Motion passed 6-0. <br />COMMUNICATIONS <br />Chapter 1149 Mixed Use District <br />Ms. Lieber has been working on updating the mixed use zoning chapter to align more with the <br />2017 business zoning code update. The proposed change will require development plans follow <br />the review process outlined in Chapter 1126. Parking, loading, lighting and signage was removed <br />from Chapter 1149 and references the associated chapters. Section 1149.06 was expanded to <br />include similar landscape requirements to the other districts. There are no areas zoned Mixed <br />Use B so it was discontinued. Ms. Lieber thought Mixed Use A should allow small-scale retail <br />but focus on hotels, offices and services, housing and similar uses to limit variance requests. <br />Mixed Use C would be one and two family dwellings but conditional uses could include denser <br />housing, schools, churches, healthcare and similar uses. The allowed retail square footage was <br />increased for Mixed Use D. After the Commission approves the update, it will go to City Council <br />for final approval. <br />Sign Code Update <br />The first draft of the updated sign code has been received but it is still being discussed by the <br />committee. New sign categories were created for drive through facilities. Digital sign faces are <br />included and there would permitted wall signage per building instead of dimension restrictions <br />and there would be no signage cap based on linear footage. <br />Administrative Approvals <br />Amendments were granted for the following projects: <br />• July 25, 2019 —Firestone, 4580 Great Northern Boulevard, replace siding <br />• July 25, 2019 — Andy's Auto Wash, 28800 Lorain Road, paint exterior <br />
