LANDMARKS COMMISSION <br />CITY OF NORTH OLMSTED <br />MINUTES FOR MEETING OF NOVEMBER 11, 2019 <br />ROLL CALL <br />Mr. Neville called the meeting to order at 7:00 pm in Council Chambers. <br />Present: David Neville, Elizabeth Cardarelli, Tom Dubowski, Jim Morse, Paul Schumann, James <br />Gearhart <br />Absent: Gretchen Schuler, Kevin Kearney, Sarah Egan -Reeves <br />Staff. Planning and Development Director Kim Lieber <br />Mr. Schumann moved, seconded by Mr. Dubowski, to excuse the absences of Ms. Schuler, <br />Mr. Kearney and Ms. Egan -Reeves, motion passed 6-0. <br />REVIEW AND APPROVAL OF MINUTES <br />Mr. Schumann moved, seconded by Mr. Dubowski, to approve the meeting minutes of <br />October 14, 2019, motion passed 6-0. <br />19-15488; Scott Winbi2ler; 27573 Butternut Ridge Road <br />Representatives: Scott Winbigler, owner; Carlo Tomasi, Universal Windows Direct <br />Mr. Winbigler reviewed the history of the home and his efforts to make improvements over the <br />years. Window replacement is the final piece necessary before he is able to sell the house. The <br />current windows may be original, have lead based paint, are difficult to open and the weight <br />systems are inconsistent. They are also not energy efficient. The windows have been the top <br />concern of potential buyers. Mr. Tomasi said the new windows will be double hung with the <br />same grid pattern. The windows will have new capping installed in the same color. <br />Mr. Neville believes the windows are original to the house and are one of the character -defining <br />elements of the Craftsman house. Ms. Cardarelli said an important component of the window is <br />the profile; she asked where the dividers will be located. Mr. Tomasi said the window muntins <br />will be located between the glass panes. Mr. Neville asked whether repair has been considered <br />instead of replacement. Mr. Winbigler said potential home buyers are not interested in retaining <br />the old windows. Mr. Schumann asked about the scope of the project. All 30 windows will be <br />replaced. Mr. Tomasi said that only one company provides windows with the interior dividers <br />and it would double or triple the cost. Mr. Schumann felt it might not be economically feasible <br />and did not think the storm windows allow the original windows to be appreciated. If the <br />windows are replaced, the storm windows will not be needed. Ms. Lieber agreed that the <br />significant cost difference between the proposed windows given the scope of the project could <br />prevent the project from moving forward. She believed the window profile is important but a <br />secondary concern when compared to the shape and size of the windows. Mr. Tomasi added that <br />the windows in the sunroom will have the same design as the current windows but will not open <br />inward. Mr. Neville thought the proposal was appropriate for the home. <br />
