PLANNING & DESIGN COMMISSION <br />CITY OF NORTH OLMSTED <br />MINUTES OF MAY 27, 2020 <br />ROLL CALL <br />Mr. Malone called the meeting to order at 7:00 pm via online public meeting. <br />Present: Dave Anderson, Greg Malone, Julie Nader, Humberto Olivos, Tom Patton, Darrick <br />Matthews <br />Absent: Paul Schumann <br />Staff: Planning Director Kim Lieber, Assistant Law Director Bryan O'Malley, City Engineer <br />Pietro DiFranco, Administrative Assistant Nicole Rambo -Ackerman, Fire Prevention Inspector <br />Mark Weston <br />REVIEW AND CORRECTION OF MINUTES <br />Mr. Malone moved, seconded by Ms. Nader, to approve the Planning & Design <br />Commission minutes of April 29, 2020, motion passed 6-0. <br />NEW BUSINESS <br />20-16191; Nissan; 28596 Lorain Road <br />Representatives: Brian Fabo, Fabo Architecture, 1736 Columbus Road, Cleveland, OH; Dan <br />Barcikoski, MG Civil Design, 255 Park Place, Chagrin Falls, OH <br />Ms. Lieber said the applicant proposes to expand their parking lot for inventory storage and <br />install a new storm water management system in the rear of the property. This project was <br />previously approved by City Council in 2010 but did not proceed and approvals expired. The <br />applicant received a variance for depth of buffer zone. Based on the zoning of the property (B-3) <br />and the zoning of the adjacent properties (One Family Residence), a 30 -foot buffer zone was <br />required but 20 feet was proposed and approved by the BZBA. The majority of existing trees in <br />the expansion area will be removed. The plans show four trees along the property line to remain. <br />Additional landscape plantings will fill in the buffer zone area between the fence and the <br />property line. Irrigation is required and noted in the landscape plan. A new wood board -on -board <br />fence is proposed which will be ten feet high to match the neighboring fence at Mercedes. It runs <br />17 feet off the rear property line and will turn the corner along the west property line, connecting <br />to the existing Nissan fence. The fence terminates short of the east property line so that <br />equipment will be able to access the buffer area for maintenance. No new lighting is proposed <br />for the expanded parking lot. <br />Mr. DiFranco stated that the existing underground stormwater storage will be replaced and <br />additional volume will be added. The outlet pipe from the storage should be raised slightly to <br />promote infiltration into the ground and sediment capture. The new storage pipes should have <br />perforations at the bottom. Manholes should be added to the system so inspections can be <br />performed and the system maintained. <br />
