Mr. Malone read an email from Councilman Brossard dated May 25, 2020 asking that the two <br />trees that are noted to remain on the landscape plan be removed. Mr. Malone thought the two <br />trees referenced were the evergreen trees since they are in poor condition. He was satisfied with <br />the landscape plan as long as the evergreen trees noted to remain on AS -1 be replaced with plant <br />materials to create a solid vegetative buffer. He added that the plan seems to be to scale as of <br />installation and after five to seven years the plants should grow to create a solid buffer. <br />Mr. Fabo said the number of vehicles that could be stored in the parking lot addition would be <br />greatly decreased if the setbacks were followed. The dealership is currently storing vehicles on <br />other properties along Lorain Road and this expansion would reduce the need for outside storage. <br />Currently, the dealership sends two employees to retrieve the cars stored in other lots which is <br />cumbersome and increases the traffic on Lorain Road. The previous proposal did not move <br />forward in 2010 because the corner lot became available and was developed by the dealership at <br />that time. He is fine with removing the two evergreen trees and can accommodate the engineer's <br />comments. <br />David and Linda Mortach, 28541 Willet Drive, are the neighbors to the north of the property <br />who asked that the evergreen trees to be removed. Mr. Malone asked for clarification regarding <br />the trees since three are shown to remain. Mr. Mortach said he is okay with leaving the <br />deciduous tree in the northeast corner, but would like to discuss the plan with the developer prior <br />to the project starting. Mr. Barcikoski did not think the owner would mind having the evergreen <br />trees removed and will talk to the neighbors before beginning work regarding the deciduous tree. <br />Mr. Fabo said the work will start as soon as permits are available, hopefully around July 4'. <br />Ms. Nader moved, seconded by Mr. Matthews, to approve the development plan for 20- <br />16191; Nissan; 28596 Lorain Road, conditioned upon the following: <br />1. The outlet pipe for the new stormwater tank shall be raised to promote flow and reduce <br />sedimentation; <br />2. The new stormwater storage pipes shall be perforated; <br />3. Access manholes shall be installed for inspections and maintenance; <br />4. The two existing evergreens along the property line marked to remain should be <br />removed; <br />5. The applicant should meet with the neighbors to confirm landscaping before beginning <br />work; and <br />6. The deciduous tree marked to remain on the northeast corner shall remain or be <br />removed after discussion with the neighbors. <br />Motion passed 6-0. <br />COMMUNICATIONS <br />Propane Storage Areas <br />Ms. Lieber said there have been several requests for businesses to install cages for propane tank <br />storage at locations that do not usually have them. The storage cages are usually installed after <br />the development plan has been approved and it seems cumbersome to have the applicants go to <br />the Planning and Design Commission and City Council for approval of the location. She thinks a <br />policy will help businesses, staff and the commission when reviewing the location and standards <br />
