follow ODOT standards but is a traffic sign and therefore not included in the number of signs. <br />The substitute monument sign plan was accepted, removing the need for the fifth variance. Mr. <br />Mackey was in favor of the site plan. Mr. Papotto thought that the removal of the buffering zone <br />allows the building and curb cut to be moved as far north as possible, thereby reducing their <br />effects on the intersection. Mr. Allain believed the applicant justified the requested variances. <br />Mr. Papotto moved, seconded by Mr. Mackey, to approve the following variances for 19- <br />13405; Dunkin Donuts; 5581 Stearns Road, as amended: <br />1. A 13.83 ft. variance for required buffer zone (north property line); code requires buffer <br />zone of 30 ft.; applicant shows buffer zone of 16.17 ft.; Table 1139.06-3. <br />2. A variance for 7 parking spaces; code requires a minimum of 49 parking spaces; <br />applicant provides 42 parking spaces; Table 1161.03-1. <br />3. A variance for a flashing sign; code does not permit; applicant shows digital sign area <br />on monument sign; Section 1163.23, conditioned that the sign copy be one color on a <br />dark background and not be changed more than one time per day. The message may <br />change at a greater frequency if the code is updated to permit more frequent changes. <br />4.
