BUILDING & ZONING BOARD OF APPEALS <br />CITY OF NORTH OLMSTED <br />MINUTES FOR AUGUST 3, 2020 <br />ROLL CALL <br />Vice chairman Papotto called the meeting to order at 7:00 pm via online public meeting. <br />Present: Bob Papotto, Ralph Mackey, Suzie Patton, Dan Rahm <br />Absent: Eric Allain <br />Staff. Law Director Michael Gareau, Jr., Planning Director Kim Lieber, Administrative Assistant <br />Nicole Rambo -Ackerman <br />REVIEW AND CORRECTION OF MINUTES <br />Mr. Mackey moved, seconded by Ms. Patton, to approve the Building & Zoning Board of <br />Appeals minutes of July 6, 2020, motion passed 4-0. <br />RESIDENTIAL APPEALS AND REQUESTS <br />20-16925; Dorela Marashi; 26982 Kingston Circle <br />No applicant present at meeting. <br />Mr. Mackey moved, seconded by Ms. Patton, to table 20-16925; Dorela Marashi; 26982 <br />Kingston Circle, motion passed 4-0. <br />20-17085; Lurleen & Gerald Drellishak; 4748 Columbia Road <br />Representatives: Ann Corbo, LS Architects, 22082 Lorain Road, Fairview Park, OH; Lurleen <br />Drellishak, owner <br />Proposal consists of a detached garage. Property is zoned C -One Family Residence. <br />1. A 1,248 s.f. variance for the area of a garage; code limits garages to 750 s.f. total, applicant <br />requests 1,998 s.f. (1,056 s.f. first floor plus 942 s.f. second floor), Section 1135.02(B)(1)(a). <br />Note: The application indicates only the area of the first floor of 1,056 s.f. <br />2. A 1 ft. variance for the height of a garage; code limits garages to 15 ft., applicant requests 16 <br />ft., Section 1135.02(B)(1)(b). Note: The application indicates a building height of 20 ft., <br />which is measured to the roof peak; however, building height is measured to the average <br />height between the eaves and ridge line for a gable, hip or gambrel roof, not the peak, thus <br />the average height is 16 ft. <br />The applicant proposes to construct a new two-story detached garage. The garage is 1,998 square <br />feet which includes the first floor area of 1,056 square feet plus the second floor area of 942 <br />square feet. The variance is based on the total square footage, not just the footprint of the <br />building. Also, the average height of the garage is 16 feet where 15 feet is permitted. Ms. <br />Drellishak purchased the home because it has a large garage used to store their historic car <br />collection. The existing garage has deteriorated and needs to be addressed. The home is over 100 <br />years old and the basement is unusable for storage. She did not think the vacant lot and <br />commercial neighbors would be adversely affected by the new garage.
