pad location along Brookpark Road is within a required buffer yard adjacent to the residential <br />property to the east. None of the six enclosures are proposed to have gates, which is in violation <br />of the ordinance requiring screening that is enclosed on all sides, including gates. Mr. Zirzow <br />said they recently took over the apartment complex. There were rodent and safety issues since <br />there were individual trash cans for each unit. A safety study was done to determine the best <br />locations for dumpsters. Bays 6 and 7 were challenging to ensure the safety of garbage trucks <br />and resident parking. Additional renovations are planned to improve landscaping, safety and <br />lighting on the property. Mr. Orehek said the locations were based on a garbage study which <br />would be safe for pedestrians and vehicles to access. No utilities would be obstructed. Three - <br />sided dumpster enclosures were selected as a safety precaution. The enclosure doors break or are <br />not closed properly and become noise and safety issues. He did not think the neighbors would be <br />negatively impacted by the dumpster locations. The location along Brookpark Road has limited <br />pedestrian traffic and landscaping would screen the enclosures. Along Columbia Road, <br />landscaping buffers exist by the dumpster pads and the enclosures would be visible only by <br />stopped vehicles going southbound. <br />Ms. Lieber did not support the variance requests. The locations may work functionally for the <br />property manager but will be highly visible from the public ROW. Regardless of the material <br />used, there is a high potential these areas will overflow at times with garbage creating a <br />substantial detriment to the neighborhood and appearance of the city. Mr. Orehek said the photos <br />submitted prior to the meeting show the view of the dumpster pads from Columbia Road. <br />Ms. Laforet was concerned about having the dumpster enclosure so close to her property. She <br />already has issues with water and animals from the apartments and thought the dumpster would <br />compound the problem. <br />Mr. Zirzow said $10,000 was spent on trapping animals. He ensured the dumpster pad would <br />angle toward the Jamestown property. The enclosures along Columbia Road would have footers <br />to match the decorative brick of the building. Mr. Zirzow said seniors and kids have difficulty <br />opening and closing dumpster enclosure gates. There is also a possibility of becoming trapped if <br />the gate closes accidentally. Mr. Papotto agreed that the positioning of the enclosures on <br />Columbia Road would be ideal for trash pickup but at times could overflow and would be <br />unsightly. He thought the enclosures are relatively large in relation to the dumpsters but an offset <br />side entrance could be built without a gate. He appreciated the investment in the property and <br />consolidating the dumpsters but wanted to make sure things got off to a good start. Mr. Mackey <br />was concerned about large items being thrown in the dumpsters and he liked the side entrance <br />idea suggested by Mr. Papotto. He asked for the variances be voted on separately. Mr. Allain <br />thought that given the location of the proposed locations and that trash can overflow at times, the <br />biggest issue is that they would not be enclosed on all sides and would become an eyesore. <br />Mr. Papotto moved, seconded by Mr. Mackey, to approve the following variance for 20- <br />17503; Jamestown Apartments; 4809 Columbia Road: <br />1. A variance for screening that is not enclosed on all sides; code requires enclosure on all <br />sides without openings other than a gate, applicant shows enclosure on three sides, <br />Section 1139.07(B)(2). <br />Motion denied 0-5. <br />
