Mr. Papotto moved, seconded by Ms. Patton, to approve the following variances for 20- <br />17329; Pro -Automotive; 23525 Lorain Road: <br />1. A use variance for vehicle storage accessory to a vehicle towing facility located on a <br />separate parcel of land; code does not permit, Section 1139.03. <br />2. A 17.6% variance for excessive lot coverage; code permits up to 65% impervious <br />surface, applicant shows 82.6%, Table 1139.04-2. <br />3. A variance to eliminate the required buffer zone between the proposed accessory <br />vehicle storage area and adjacent property; code requires a 20 foot deep buffer with <br />specified quantities of plantings adjacent to residential zoning district and 10 foot deep <br />buffer adjacent to commercial zoning district, applicant shows no buffer, Tables <br />1139.06-2 and 1139.06-3. <br />4. A variance for off-street parking in a required setback; code does not permit, applicant <br />shows five new spaces (labeled 4-8) in required setbacks, Section 1161.04(A). <br />5. A variance to allow asphalt grindings as a parking lot surface; code requires parking <br />lots and vehicle storage areas to be asphalt or concrete; applicant shows asphalt <br />grindings, Section 1161.04(B)(1). <br />6. Property is zoned B-2 Office/Service. <br />1. A variance for 5 additional ground signs; code permits 1 ground sign per lot, applicant shows <br />6 ground signs, Section I I63.27(A). Note: Applicant proposes 1 main monument sign and 5 <br />interior directional signs. <br />2. A 4 ft. 4 in. variance for side setback of a ground sign (Site 1, Sign B); code requires 20 feet, <br />applicant shows 15 ft. 8 in., Section 1163.27(B). <br />3. A 59 ft. 5 in. variance for side setback of a ground sign (Site 4, Sign E); code requires 75 <br />feet, applicant shows 15 ft. 7 in., Section 1163.27(B). <br />4. A variance for 5 pole signs; code does not permit, applicant shows 5 signs (interior <br />directional signs) meeting the definition of pole sign, Section 1163.31. <br />Mr. Papotto recused himself due to a conflict of interest. <br />The proposal consists of a sign package. In addition to the main monument sign previously <br />shown as part of the development plan approval, the applicant is proposing to install five interior <br />directional signs. These directional signs count as ground signs. The property is permitted one <br />ground sign and a total of six are shown. Ground signs must be set back 20 feet from side lot <br />lines and 75 feet from any residential district. One directional sign is in violation of the side <br />setback, adjacent to commercial property. One directional sign is in violation of the side setback, <br />adjacent to residential property. Finally, the sign style is classified as a pole sign as the message <br />area overhangs the sign base by more than 20%, which is not permitted. Ms. Averell said there <br />are four types of uses on the site so they want to ensure residents and visitors can easily navigate <br />
