PLANNING & DESIGN COMMISSION <br />CITY OF NORTH OLMSTED <br />MINUTES OF MARCH 10, 2021 <br />ROLL CALL <br />Mr. Malone called the meeting to order at 7:02 pm via online public meeting. <br />Present: Greg Malone, Humberto Olivos, Julie Nader, Dave Anderson <br />Absent: Tom Patton, Darrick Matthews, Paul Schumann <br />Staff: Planning Director Kim Lieber, Assistant Law Director Bryan O'Malley, Administrative <br />Assistant Nicole Rambo -Ackerman <br />REVIEW AND CORRECTION OF MINUTES <br />Mr. Malone moved, seconded by Ms. Nader, to approve the Planning & Design <br />Commission minutes of February 10, 2021, motion passed 4-0. <br />COMMUNICATIONS <br />2015 Master Plan <br />Ms. Lieber thanked the Commission for submitting responses ahead of the meeting for <br />discussion. She saw the most commonality in responses to the Strengthening Quality of Place <br />section and creating a town center is the biggest priority. The Commission thought the deer <br />population item has been addressed through the deer culling program and is no longer a priority. <br />Ms. Lieber asked if the area previously identified as the desired town center is practical since <br />few- development proposals have come in. Mr. Malone thought it is difficult to pick a spot along <br />Lorain Road to be a town center area and he suggested meeting with developers to see what they <br />look for in project locations. Ms. Lieber has had a few inquiries about residential re -development <br />around the mall. She thinks that the proximity to the highway, hotels and other amenities makes <br />the area more desirable for redevelopment. Mr. Malone added that the mall area was the town <br />center before the mall was constructed and he thought it made sense for it to remain that way. <br />Ms. Nader thought it may be beneficial to include the owners of the different parcels to discuss <br />the future of the properties. Ms. Lieber pointed out that the city has limited influence in <br />development of the properties since they are privately owned by large, national companies. Ms. <br />Nader wanted to be proactive since other communities will be looking for similar improvements. <br />Mr. Olivos suggested creating a zoning amendment for the mall to make the approval process <br />less cumbersome for a residential proposal. Ms. Lieber suggested creating an overlay for the mall <br />area to allow additional uses for specific properties, rather than allowing residential use in all of <br />the B-3 General Business district. Mr. O'Malley thought the originally proposed town center <br />area in the B-4 Mixed Use Business could remain while creating the mall overlay. He thought it <br />would be difficult to get all of the mall owners on the same with future development. <br />Ms. Lieber reviewed the action items in the Retrofitting Infrastructure section. City staff have <br />applied numerous times to receive funding for the Butternut Ridge Road reconstruction project <br />but have been unsuccessful so far since the county has shifted their resources to pavement <br />preservation over major reconstruction. The project would be designed to slightly widen the road <br />
