PLANNING & DESIGN COMMISSION <br />CITY OF NORTH OLMSTED <br />MINUTES OF MAY 12, 2021 <br />ROLL CALL <br />Mr. Malone called the meeting to order at 7:00 pm via online public meeting. <br />Present: Greg Malone, Humberto Olivos, Julie Nader, Dave Anderson, Tom Patton, Darrick <br />Matthews, Paul Schumann <br />Staff. Planning Director Kim Lieber, Assistant Law Director Bryan O"Malley, City Engineer <br />Pietro DiFranco <br />REVIEW AND CORRECTION OF MINUTES <br />Mr. Malone moved, seconded by Ms. Nader, to approve the Planning & Design <br />Commission minutes of March 10, 2021, motion passed 7-0. <br />NEW BUSINESS <br />21-18668 Tractor Supply; 23300 Lorain Road <br />Representatives: Anthony Cocca, President -CEO of Cocca Development, 100 DeBartolo Place. <br />Suite 400, Boardman, OH;. Imad Nouneh, 2272 Stones Throw, Westlake, OH <br />The property is zoned B-1 Local Business District. Ms. Lieber said Tractor Supply proposes to <br />take over a portion of retail space formerly occupied by Levin Furniture. The space will be <br />subdivided with 6,000 square feet remaining for future tenants. The westernmost portion of the <br />building will be demolished and a greenhouse constructed in the same location. A new entrance <br />feature will be constructed and the existing masonry and EIFS will be repainted. Due to the <br />nature of the business certain equipment for sale is stored outside, including trailers, propane in a <br />designated and covered area and other items along the sidewalk in front of the building. The <br />BZBA granted a variance for accessory outdoor display, which is otherwise not permitted in the <br />B-1 District. The outdoor storage along the west property line will be screened by an 8 -foot high <br />masonry wall. A small amount of additional greenspace has been added to maintain a 10 -foot <br />yard setback. Dead trees located in the setback area will be removed. While some parking spaces <br />will be converted to outdoor storage, parking remains sufficient for the use. New decorative <br />building lighting is proposed over the entrance canopy and wall packs will be added to the side <br />and rear building elevations. No changes to parking lot lighting are indicated. The existing <br />ground sign will be reused. New building signage is shown. The sign package will be reviewed <br />for zoning compliance during the permit process. <br />Mr. Olivos asked what color the greenhouse and fence will be, Mr. Cocca said the greenhouse <br />will be made of vinyl material made to look like glass and the fence in front of the greenhouse <br />will be painted black. Mr. Malone said a partial tree inventory was provided but he did not see an <br />indication of dead plants being replaced. Mr. Cocca intends to replace the three dead plants that <br />were identified. Mr. Malone asked if additional landscaping could be included along Lorain <br />Road to help beautify the property. Mr. Cocca thought the proposal was in excess of the zoning <br />
